Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive Video Production and Management Services for SANRAL TV over a period of three years. The provider will be responsible for operating and expanding SANRAL's official online TV channel, creating engaging content aligned with SANRAL’s pillars (mobility, roads, stakeholder engagement, transformation, and road safety), and supporting SANRAL’s communication and branding strategies.

Scope

The scope includes:

• Operating and growing SANRAL TV across multiple platforms including the SANRAL website, YouTube, intranet, and display screens at SANRAL offices.
• Producing diverse video content such as project highlights, testimonials, behind-the-scenes footage, interviews, and educational videos.
• Developing content strategies, scripting, storyboarding, filming, editing, sound mixing, and post-production including animations, subtitles, and translations.
• Managing content distribution, repurposing existing content, and providing viewership analytics and reports.
• Supporting SANRAL’s marketing efforts through video promotion on social media and other platforms.
• Sub-contracting at least 30% of work/services to Targeted Enterprises, especially from rural and underdeveloped areas.
• Participating in SANRAL events, both nationally and internationally, for content coverage.
• Ensuring all content adheres to SANRAL’s corporate identity manual and branding standards.

Technical Requirements

The technical requirements encompass:

• Development and implementation of a high-resolution video production strategy.
• Concept development including storyboards, scripts, and visual styles.
• Filming high-quality footage with appropriate lighting, sound, and camera equipment.
• Conducting interviews with stakeholders, executives, and beneficiaries to enhance storytelling.
• Utilizing industry-standard editing, sound mixing, visual effects, motion graphics, and animation software.
• Managing location shoots across South Africa with logistical planning.
• Integrating creative elements such as animations and interactive content.
• Monitoring video performance and recommending improvements based on analytics.
• Producing short clips for social media and managing linear or on-demand broadcast services.
• Providing translation, subtitles, voice-overs, and secure storage of raw and edited footage.

Skills Requirements

The tender specifies the need for a team with the following expertise:

• Production Director: Proven experience in overseeing video projects, with a track record of relevant projects (preferably with production values exceeding R500,000).
• Senior Account Director (Client Services): Experience managing client relationships and overseeing project delivery.
• Senior Video Editor: Skilled in editing high-resolution videos, with experience in visual effects, motion graphics, and subtitles.
• Technical Skills: Proficiency in industry-standard editing and post-production software, sound recording equipment, lighting setups, and animation tools.
• Content Development: Ability to script, storyboard, and develop engaging video content tailored to SANRAL’s branding and communication goals.
• Project Management: Capable of managing multiple projects, timelines, and logistics across various locations in South Africa.
• Analytics and Reporting: Ability to analyze viewership data, generate reports, and adapt strategies accordingly.
• Language and Accessibility: Skills in translation, subtitles, and voice-over production to ensure content accessibility.
