Objectives

The primary objective of this tender is to supply and install a communication system to CCR for Transnet SOC Ltd Terminals at Richards Bay. The system aims to ensure effective reporting and communication with the Central Control Room (CCR), particularly for fire detection and alarm systems, and to restore or upgrade existing faulted components to ensure operational safety and efficiency.

Scope

The scope includes:

• Supply and installation of a VESDA fire detection system and associated communication hardware.
• Repair and replacement of damaged electrical components, cables, and network connections affecting the fire detection system.
• Programming and testing of VLI models 885 at various routes (woodchips, sulphur, coal) to ensure proper communication reporting to CCR.
• Compliance with safety, environmental, and technical standards, including IEC, BS, and SANS specifications.
• Adherence to site-specific conditions, including environmental challenges and safety protocols.

Technical Requirements

The technical specifications include:

• Use of fire-rated, flame-retardant cables conforming to IEC 60332-1, BS EN 50200, and BS 6387 standards.
• Electrical components such as VESDA PC-Link, laser remote units, and HP120 network cables must be repaired or replaced to restore system functionality.
• VLI model 885 units must be programmed for Sulphur, Coal, and Woodchips routes, with communication reporting to CCR.
• The fire detection system must send alarms and comprehensive reports to CCR, alerting security and operational staff of any fire zone activation.
• Compliance with relevant standards including SANS 246, SANS 369-1, SANS 369-2, SANS 1709, SANS 10400-T, and SANS 7240.
• Environmental and safety standards, including hazard assessments, PPE, and site-specific safety protocols.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in fire detection systems, specifically VESDA and addressable communication networks.
• Technical competence in electrical wiring, network programming, and fault diagnosis of fire alarm systems.
• Capability to repair, replace, and program VLI units and associated hardware according to specifications.
• Compliance with health and safety regulations, including submission of safety files, medical fitness, and PPE adherence.
• Ability to conduct tests, inspections, and commissioning in hazardous and environmentally challenging conditions.
• Knowledge of relevant standards and regulations, including IEC, BS, SANS, and occupational health and safety acts.
• Capacity to work within the site environment, ensuring security, environmental compliance, and minimal disruption.
