Objectives

The primary objective of this tender is to secure a supplier for the supply and delivery of a Grade Peas Type Coal to Groote Schuur Hospital's boiler house for a period of three years. The aim is to ensure a consistent, quality coal supply that meets specified standards to support hospital operations efficiently.

Scope

The scope encompasses the procurement, supply, and delivery of A-grade Peas Type Coal, complying with detailed specifications, over a three-year period. The contract includes delivering approximately 10-12 truckloads per week during winter and 5 truckloads during summer, with the possibility of adjusting quantities based on hospital needs. Deliveries are to be made to the hospital's boiler house, adhering to specified delivery times and quality standards.

Technical Requirements

• The coal must be of A-grade Peas Type, with a minimum calorific value of 26.5 MJ/kg.
• The coal must meet the specifications outlined in the tender, including moisture content, ash content, volatile matter, fixed carbon, and sulphur levels.
• Deliveries must be made in bulk, with proper packaging to prevent damage, and accompanied by weighbridge certificates for bulk loads.
• The supplier must provide monthly coal quality analysis reports and ensure the coal complies with relevant standards (e.g., SABS specifications).
• Delivery must occur within 24 hours of order receipt, with spillage cleaned before leaving hospital premises.
• All deliveries should be moist enough to minimize dust during offloading, and delivered from active coal yards owned or leased by the supplier.

Skills and Qualifications Requirements

• The bidder must be registered on the Central Supplier Database (CSD) and provide proof of registration and tax compliance.
• The bidder must demonstrate capacity to supply the required quantities reliably over the contract period.
• Experience in supplying similar grades of coal and adherence to quality standards is essential.
• The bidder should have the necessary logistics infrastructure, including bulk delivery trucks and active coal yards, to meet delivery schedules.
• Provision of valid insurance policies (public liability, etc.) and quality testing certificates from accredited laboratories (e.g., SABS) is mandatory.
• Capability to produce monthly coal quality reports and handle quality assurance processes.
