Objectives

The primary objective of this tender is to secure the supply and delivery of gynaecology, obstetric, nursery, and infertility consumables to all hospitals and institutions under the control of the Department of Health, Western Cape Government, for a period of three years.

The procurement aims to ensure the availability of high-quality, sterile, and compliant consumables that meet specified standards, including ISO 13485 certification, SAHPRA licensing, and sterilisation standards, to support healthcare services across the Western Cape.

Scope

The scope encompasses the supply and delivery of a comprehensive range of consumables categorized into:

• Gynaecological consumables (e.g., fallopian bands, sutures, speculums, biopsy devices, etc.)
• Obstetric consumables (e.g., balloons, catheters, pessaries, uterine and vaginal products)
• Nursery consumables (e.g., umbilical clamps, dressings, feeding cups, neonatal items)
• Infertility consumables (e.g., ovulation induction kits, pregnancy test strips, sterile instruments)

The contract covers the provision of these consumables in specified quantities, with options for single or full range awards, and includes requirements for product compliance, packaging, and delivery standards.

Technical Requirements

The technical specifications for the bid include:

• Product Standards: Items must comply with ISO 13485 standards, SAHPRA licensing, and sterilisation standards such as ISO 17665-1, ISO 11137, and relevant harmonised standards.
• Product Certification & Documentation: Bidders must submit valid ISO 13485 certificates, SAHPRA licences, sterilisation certificates, latex-free declarations, BPA-free declarations, material safety data sheets (MSDS), and DEHP certificates where applicable.
• Product Quality & Sterility: Items must be new, unused, sterile, and packaged individually in peel packs or suitable sterile packaging. Sterilisation standards must be adhered to, and products must be latex-free, BPA-free, and compliant with safety standards.
• Product Labelling & Packaging: All items must be individually packaged with clear labels including manufacturer details, product codes, and relevant safety information. Items must be delivered in cartons or boxes suitable for transit.
• Samples & Evaluation: Bidders are required to submit five samples for clinical evaluation, with samples clearly labelled and accompanied by evaluation forms. Late or non-compliant samples will disqualify the bid.
• Delivery & Logistics: Delivery must be made within 21 days of the first order and within 48-72 hours for subsequent orders, to designated hospitals and institutions as per the delivery locations annexed. All delivery costs must be included in the bid prices.
• Pricing & Variations: Bids must specify firm prices or detailed variation mechanisms, including ROE adjustments, with clear documentation of imported content and applicable exchange rate variations.
• Mandatory Documentation: Bidders must complete and submit all mandatory forms, including the bid declaration, B-BBEE verification, tax compliance, and declaration of interests, along with supporting certificates and affidavits.
• Compliance & Quality Assurance: Random quality testing and clinical evaluations will be conducted throughout the contract period. Non-compliant products may be rejected, and suppliers must remedy defects promptly.

The technical requirements ensure that all supplied consumables are safe, effective, compliant with international standards, and suitable for clinical use in the specified healthcare environment.
