Objectives

The primary objective of the tender is to procure training, construction management, and related technical services for a community development project focused on upgrading access roads in and around Kwamhlanga, near the R573, from Km8.60 to Km13.00. The project emphasizes skills development, local enterprise participation, and sustainable construction practices aligned with national policies and standards.

Scope

The scope includes:

• Training and skills development for community members, Targeted Enterprises, and targeted labour, covering theoretical, practical, and on-site activities.
• Construction of approximately 4.5 km of new and upgraded access roads, including gravel and interlocking block paving roads, stormwater drainage, signage, and ancillary works.
• Implementation of labour-enhanced construction methods to maximize local employment and enterprise participation.
• Environmental management, safety, and community liaison activities throughout the project lifecycle.
• Development of comprehensive training, mentorship, and stakeholder engagement programs aligned with national standards and policies.

Technical Requirements

The technical requirements encompass:

• Adherence to FIDIC-based Conditions of Contract, Standard Specifications, and project-specific specifications.
• Implementation of labour-enhanced construction methods, including earthworks, pavement layers, drainage, and ancillary works, as per the detailed specifications.
• Provision of qualified personnel, including Construction Manager, Trainers, Assessors, and Safety Officers, with specified qualifications and experience.
• Development and approval of detailed work programmes, method statements, and risk assessments prior to execution.
• Compliance with environmental, health, safety, and legislative standards, including management of hazardous substances, waste, and site safety.
• Use of approved materials, equipment, and construction techniques, with provisions for testing, quality assurance, and supervision.
• Effective stakeholder and community liaison, including targeted labour and enterprise participation, and transparent communication processes.

Skills Requirements

The tender specifies the following skills and qualification requirements:

• Qualified and experienced project management personnel, including a Construction Manager with a minimum of 5 years’ relevant experience and appropriate professional registration (ECSA or SACPCMP).
• Specialist safety personnel, including a registered Construction Health and Safety Officer (SACPCMP), with a minimum of 5 years’ experience.
• Qualified environmental officers (DEO) with relevant experience and certification.
• Trained assessors, moderators, and trainers with accreditation from SAQA/QCTO and relevant experience in construction and skills development.
• Targeted enterprise managers and supervisors with appropriate civil engineering qualifications and experience.
• Personnel with skills in environmental management, safety, community liaison, and labour development.
• Experience in labour-based construction methods, community engagement, and stakeholder management.
