Objectives

The primary objective of this tender is to procure Quantity Surveying support services for the Foskor project site over a period of two (2) years from the date of appointment. The services aim to verify contractor claim certificates, support BOQ compilation, sign invoices, and ensure compliance with quality, safety, legislative, and contractual requirements, thereby supporting Foskor’s operational and project management goals.

Scope

The scope encompasses:

• Provision of qualified Quantity Surveying personnel to verify contractor claims on-site.
• Compilation and support of BOQs based on provided drawings and scope documents.
• Administrative management of claim documentation, including verification, sign-off, and supporting evidence.
• Arranging scaffolding, coordinating with contractors, and ensuring safety and legislative compliance.
• Management of project documentation, quality assurance, and safety files.
• Verification of claim certificates for construction projects, predominantly of capital expenditure nature.
• Material documentation, site verification, and reporting in line with Foskor procedures.

Technical Requirements

The technical requirements include:

• Provision of a registered and competent Quantity Surveyor and support staff with relevant professional registration and experience.
• Implementation of a Quality Management System compliant with Foskor’s QA Plan, including quality control, inspections, and documentation.
• Adherence to legislative and safety standards, including Mine Health & Safety Act, Foskor COPs, and applicable South African standards.
• Verification of contractor claims through physical site inspection, documentation, and sign-off by a registered Professional QS.
• Compilation of BOQs from drawings and scope documents, including BOQ review and support where necessary.
• Provision of safety files, safety inductions, and compliance with Foskor’s SHEQ policies.
• Use of Foskor-approved quality and safety procedures, including permit-to-work systems and safety files.

Skills Requirements

The skills and qualifications required include:

• Registered Quantity Surveyor with relevant professional registration (e.g., SACQSP or equivalent).
• Experience in construction project verification, BOQ compilation, and claims support, preferably in mining or industrial environments.
• Strong understanding of South African standards, safety legislation, and Foskor’s SHEQ policies.
• Proficiency in project management tools, Microsoft Project, and documentation control systems.
• Ability to compile and manage quality assurance documentation, safety files, and audit records.
• Effective communication, coordination, and administrative skills to liaise with contractors, Foskor personnel, and third-party inspectors.
• Knowledge of legislative requirements, safety procedures, and environmental policies applicable to mining and construction sites.
