Objectives

The primary objective of the tender is to procure services for electrical shutdown work at Foskor Mine in 2026, including testing, servicing, repairing, and maintaining electrical infrastructure such as circuit breakers, relays, transformers, links, and associated equipment. The aim is to ensure the reliability, safety, and optimal performance of the electrical systems during the shutdown period.

Scope

The scope encompasses comprehensive electrical maintenance activities across various substations and equipment, including:

• Testing and servicing of 132kV, 22kV, and 11kV circuit breakers, isolators, links, protection relays, current transformers, and power transformers.
• Inspection, cleaning, repair, and replacement of components such as bushings, gaskets, gas pressure systems, and oil systems.
• Implementation of protection settings, relay calibration, and configuration.
• Infrared thermography, partial discharge testing, and other diagnostic assessments.
• Supply of critical spares and consumables, including gases, oils, and replacement parts.
• Coordination of shutdown activities within specified timelines, ensuring minimal operational disruption.

Technical Requirements

The technical requirements include:

• Adherence to Foskor’s standards, specifications, and safety procedures.
• Provision of qualified and experienced personnel with relevant certifications and training (e.g., OEM certificates, safety training, competency assessments).
• Use of approved, calibrated testing and diagnostic equipment with valid certificates.
• Implementation of quality assurance and control measures, including detailed project schedules, inspection reports, and documentation.
• Compliance with legislative and environmental regulations, including safety, health, and environmental standards.
• Effective management of work permits, risk assessments, and safety files.
• Provision of detailed methodology, work plans, and schedules demonstrating timely execution.

Skills Requirements

The tender specifies the following skills and qualifications for service providers:

• Qualified electrical engineers, technicians, and artisans with relevant certifications (e.g., OEM certificates, safety training, competency assessments).
• Experience in high-voltage and medium-voltage electrical systems, including switchgear, transformers, relays, and protection systems.
