Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive structural assessment and civil rehabilitation of roads within the Social Labour Plan (SLP) areas, specifically in Phalaborwa, Lulekani, and Namakgale. The work aims to evaluate the current road conditions, design appropriate rehabilitation solutions, and ensure compliance with relevant standards and legislative requirements, ultimately restoring safe, durable, and functional road infrastructure to support community development and regulatory commitments.

Scope

The scope encompasses:

• Technical assessment of selected road sections and drainage infrastructure.
• Design and documentation of rehabilitation and resurfacing solutions, including CAD and PDF drawings suitable for submission to authorities.
• Assessment of approximately 14.65 km of roads across three areas.
• Provision of detailed scope, BoQs, and cross-sectional drawings.
• Preparation of final certified design reports, as-built drawings, and comprehensive data books.
• Management of project site activities, meetings, and reporting.
• Compliance with statutory, legislative, safety, and environmental standards.
• Handover of all deliverables, including certified design documentation, assessment reports, and sign-off certificates.

Technical Requirements

• Engagement of a registered Professional Engineer (Pr. Eng.) overseeing assessment and design.
• Adherence to applicable standards such as SANS, SANRAL, TRH/TMH, and municipal guidelines.
• Preparation of CAD and PDF drawings suitable for regulatory submission.
• Development of a Quality Management System (QMS) and Project-Specific Quality Plan.
• Implementation of quality control measures, internal reviews, and sign-offs by a registered Pr. Eng.
• Submission of assessment reports, BoQs, and final design documentation for approval and handover.
• Compliance with statutory and legislative requirements, including DMRE regulations and environmental laws.
• Management of project timelines, site supervision, and safety protocols.
• Provision of detailed assessment and rehabilitation strategies, cross-sectional views, and drainage designs.

Skills Requirements

• Professional registration with ECSA as a Pr. Eng. overseeing the project.
• Expertise in road infrastructure assessment, civil design, drainage systems, and rehabilitation planning.
• Proficiency in CAD and PDF drawing preparation.
• Experience in project management, site supervision, and quality assurance.
• Knowledge of relevant South African standards (SANS, SANRAL, TRH/TMH) and legislative frameworks.
• Ability to develop and implement Quality Management Systems and project-specific quality plans.
• Strong communication, reporting, and stakeholder coordination skills.
• Understanding of safety, environmental, and legislative compliance requirements.
