Objectives

The primary objective of this tender is to procure services for the electrical shutdown work at Foskor Mine in 2026. The aim is to ensure the servicing, testing, repair, and maintenance of electrical infrastructure including circuit breakers, protection relays, busbars, transformers, isolators, and associated equipment. The project seeks to enhance power supply reliability, personnel safety, and operational efficiency through comprehensive testing, repairs, and preventive maintenance.

Scope

The scope encompasses several key areas:

• Outdoor Substation Maintenance: Servicing and testing of switchgear, transformers, relays, busbars, and earthing systems at main substations (e.g., Wegsteek, TTPS, Extension 8).
• Indoor Substation Maintenance: Testing and servicing of indoor switchgear, relays, busbars, and associated equipment.
• Transformer Work: Repair, oil purification, oil change, leak repairs, and general maintenance of transformers.
• Relays and Protection Systems: Testing, calibration, setting adjustments, and functional verification of protection relays and associated CTs.
• Additional Tasks: Fault-finding, supply of critical spares, hot connection repairs, partial discharge and thermography scanning, and miscellaneous jobs such as hot connection repairs and hot work.
• Supervision and Documentation: On-site supervision, project management, safety compliance, and submission of manuals, reports, and documentation.
• Specialized Testing: IP rating tests, gas pressure tests, Ductor tests, and other diagnostic tests on switchgear, transformers, and circuit breakers.

Technical Requirements

The technical requirements include:

• Compliance with Foskor’s specifications, standards, and procedures as outlined in annexures and scope documents.
• Use of approved and calibrated testing equipment, with calibration certificates provided.
• Testing of circuit breakers (including SF6, vacuum, and oil types), protection relays, CTs, busbars, isolators, and transformers as per specified test procedures.
• Adherence to safety standards, including lockout/tagout, earthing, partial discharge scanning, thermography, and IP rating tests.
• Provision of critical spares, repair of identified faults, and ensuring minimal outage time (8 hours per task window).
• Preparation of detailed project schedules, resource planning, and execution methodology.
• Compliance with environmental, health, and safety legislation, including the Mines Health and Safety Act and POPIA.
• Proper documentation, including manuals, inspection reports, test results, and handover certificates.

Skills and Skills Requirements

The tender mandates the following skills and competencies:

• Qualified electrical engineers and technicians with experience in HV and LV electrical systems, including switchgear, transformers, and protection systems.
• Certified personnel for testing and calibration of circuit breakers, relays, CTs, and transformers, with OEM or accredited training certificates.
• Competent teams capable of performing primary and secondary injection tests, Ductor tests, IR thermography, partial discharge scanning, and gas pressure testing.
• Skilled personnel for hot connection repairs, leak repairs, and preventive maintenance.
• Personnel with valid and recognized CIDB grading of 4 EP or higher, and valid licenses for driving and operating mobile electrical equipment within Foskor premises.
• Supervisors and project managers with experience in electrical shutdown projects, safety management, and documentation.
• Ability to respond promptly to emergency repairs and unforeseen faults, with proven track record in similar projects.
• Knowledge of environmental and safety legislation, including Mines Health and Safety Act, POPIA, and Foskor’s internal policies.
