Objectives

The primary objective of this tender is to establish a Framework Agreement for the supply of River Maintenance Management Plan Services for rivers in the Western Cape. The aim is to engage professional service providers, specifically Environmental Assessment Practitioners (EAP), to develop and manage maintenance management plans that support environmental authorization processes and facilitate timely farming activities by reducing approval times.

Scope

The scope of the tender includes:

• Provision of professional services related to environmental assessments and maintenance management plans for rivers in the Western Cape.
• Implementation of services under a Framework Agreement with a duration of 36 months.
• Supporting the Western Cape Department of Agriculture through Casidra in environmental authorization requirements on behalf of Water User Associations and Landowners.
• Expediting environmental approval processes, which typically take 3 to 4 months, by reducing procurement and processing times through the framework.

Technical Requirements

Technical requirements include:

• Engagement of qualified Environmental Assessment Practitioners (EAP) with expertise in maintenance management plans.
• Adherence to the standards and procedures for environmental assessments and management planning.
• Timely delivery of services to support environmental authorization processes and reduce approval timelines.
• Signing of a Service Level Agreement to formalize service expectations and deliverables over the contract period.
