Objectives

The primary objective of the tender is to establish a panel of five (5) Civil Engineering Professional Service Providers to deliver planning, design, implementation, and project management services for disaster-funded projects over a three-year period. The framework aims to respond efficiently to infrastructure damage caused by floods, promote local employment and enterprise development, and support skills development within the Elundini municipality. Secondary objectives include broad-based black economic empowerment, retaining project expenditure locally, and fostering capacity building among small enterprises and local workforce.

Scope

The scope encompasses the provision of comprehensive civil engineering professional services related to disaster-funded projects within the municipality. This includes:

• Planning, studies, investigations, and assessments to inform project feasibility and design.
• Design development, documentation, and procurement support.
• Project implementation, monitoring, reporting, and project management.
• Site inspections, technical assessments, and stakeholder consultations.
• Delivery of services on an as-and-when-required basis through Package Orders within the framework period.

The services are to be delivered in accordance with the scope of work outlined in the contract, with each Package Order specifying detailed project requirements, including technical, environmental, and regulatory considerations.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel with relevant registration (e.g., ECSA, SACPCMP).
• Demonstrated experience in civil engineering projects, particularly in roads, bridges, and disaster response infrastructure, with references for projects valued at least R2 million.
• Compliance with applicable standards, including NEC3 Professional Services Contract – Option G for project delivery.
• Provision of all necessary equipment, tools, and software, including proof of ownership or rental agreements for design software.
• Adherence to environmental, safety, and regulatory requirements, including Occupational Health and Safety Act compliance.
• Submission of detailed methodology, work programs, and resource allocation plans in approach papers.
• Insurance cover, including professional indemnity insurance of at least R2 million.

Skills Requirements

The tender emphasizes the need for:

• Professional engineers and technologists registered with ECSA or equivalent bodies.
• Experienced project managers and technical staff with relevant qualifications and proven track records in civil engineering projects.
• Personnel capable of conducting feasibility studies, design, project management, and site supervision.
• Ability to prepare comprehensive reports, technical documentation, and approach papers demonstrating methodology and resource planning.
• Financial stability and capacity to undertake projects, supported by audited financial statements.
• Knowledge of local conditions, stakeholder engagement, and environmental management.
