Objectives

The primary objective of this tender is to establish a framework for contractors to construct civil infrastructure services for human settlements projects. Scope

The scope of work includes, but is not limited to:

• Site clearance
• Concrete works and urinary division
• Excavation
• Plumbing works (stormwater, sewer lines, water reticulation)
• Road works; sidewalks, footpaths, median areas
• Kerbs, haunches, protection works, and steel guardrails
• Mainholes and drainage works
• Traffic accommodation and public safety measures
• Use of hand-tools and electrical tools
• Construction vehicle and mobile plant operations
• Working in fall risk positions
• Site establishment, demolition, temporary works, and environmental management

The scope also references the Tender Bill of Quantities (BOQ) for detailed activities.

Technical Requirements

The technical requirements encompass:

• Compliance with Occupational Health and Safety Act and Construction Regulations 2014
• Implementation of a comprehensive health and safety management plan, including hazard identification and risk assessments
• Provision of a qualified construction health and safety officer (registered with SACPCMP)
• Appointing competent construction managers and supervisors
• Preparation and maintenance of health and safety files and documentation
• Provision of safety signage, PPE, and emergency procedures
• Electrical safety measures, fire precautions, and hazardous chemical handling
• Proper site facilities including sanitation, changing rooms, and emergency access
• Environmental management and working in township/public safety contexts
• Demolition and temporary works supervision with competent personnel

Skills Requirements

The tender mandates that contractors must possess:

• Registered and experienced construction health and safety officers (SACPCMP registered)
• Competent construction managers with demonstrated ability to manage site activities and safety compliance
• Qualified supervisors for various construction activities, including scaffolding, electrical installations, and demolition
• Personnel trained and certified in working at heights, scaffold erection, fire safety, and emergency response
• Experience in hazard identification, risk assessment, and implementing safety controls
• Ability to develop and implement site-specific safety plans and procedures
• Capability to manage environmental and community safety considerations, especially in township settings
