Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver fumigation and pest control services for Kouga Municipality over a period of 12 months. The services aim to ensure the effective management and control of pests within municipal buildings and facilities, including routine and ad-hoc treatments, to maintain hygiene, safety, and compliance with relevant regulations.

Scope

The scope of work includes:

• Routine pest control services (monthly treatments for rodents, cockroaches, ants, fleas, mites, spiders, flying insects, etc.) in various municipal buildings and offices.
• Fumigation and fogging services for severe infestations or emergencies, conducted as needed.
• Fumigation of archive and record storage rooms, including preparation, protection, ventilation, and certification.
• Ad-hoc and specialized treatments such as termite control, bee/wasp removal, bird proofing, and other severe infestations.
• Monitoring, reporting, and record-keeping of pest control activities.
• Compliance with safety, health, and environmental regulations, including use of approved chemicals and PPE.

Technical Requirements

The technical requirements include:

• Provision of registered pest control operators (PCO) with valid DALRRD registration under Act 36 of 1947.
• Use of SABS/SANS approved chemicals and adherence to SAPCA registration requirements.
• Implementation of safety protocols, including PPE, branded uniforms, IDs, and OHSA compliance.
• Submission of proof of chemical formulations and products to be used within 14 days of appointment.
• Provision of certification/report for each fumigation or fogging service.
• Delivery of services outside normal working hours (after 16h30, weekends, or public holidays).
• Maintenance of detailed job cards, reports, and follow-up actions.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Qualified and registered pest control operators with valid DALRRD registration.
• Experience in providing pest control and fumigation services in municipal or similar environments.
• Knowledge of and compliance with relevant health, safety, and environmental standards.
• Ability to prepare and submit detailed reports, certificates, and chemical usage documentation.
• Capacity to respond promptly to emergency calls and ad-hoc requests.
• Competence in handling and applying approved chemicals safely and effectively.
• Proper documentation and record-keeping skills for monitoring and reporting activities.
