Objectives

The primary objective of this tender is to appoint service providers for the delivery of Further Education and Training (FET) programs, including courses in Water and Wastewater Treatment Process Control Supervision, Water Treatment, Advanced Water Treatment, and Municipal Finance Management. The aim is to enhance skills, certification, and capacity building of municipal personnel in line with statutory standards and frameworks.

Scope

The scope encompasses the provision of training programs over a 12-month period, targeting specified participant numbers (generally between 10 to 25 participants depending on the course). The programs include structured training, learner support, assessment, moderation, and certification aligned with SAQA, QCTO, EWSETA, LGSETA, or relevant statutory bodies. The scope also involves project administration, coordination, and compliance verification, with the municipality providing participant details and logistical support.

Technical Requirements

• Training programs must be recognized and certified by relevant statutory bodies (e.g., EWSETA, QCTO, LGSETA).
• Courses must be aligned with SAQA Unit Standards and the National Qualifications Framework (NQF).
• Development of detailed training schedules, including structured training days and learner support days.
• Assessment and moderation processes, including uploading results and issuing certificates.
• Provision of participant materials, manuals, and portfolios of evidence.
• Implementation of a project administration system covering registration, moderation, verification, and certification.
• Adherence to minimum participant numbers (minimum 10, maximum 25 for most courses).
• Provision of detailed CVs and proof of facilitator, assessor, and moderator qualifications and experience.
• Costing to include facilitator fees, assessment, moderation, travel, accommodation, administrative support, and reporting.

Skills Requirements

• Facilitators: Must have at least 4-5 years of experience in facilitating the specific course category (e.g., Water Treatment, Municipal Finance Management).
• Assessors: Must be registered and experienced in assessing the relevant qualification standards, with a minimum of 3-5 years of experience.
• Moderators: Must have relevant experience in moderating the specific qualification, with at least 3-5 years of experience.
• Project Team: Should demonstrate capacity in project management, learner support, moderation, and certification processes.
• All personnel involved must submit detailed CVs, proof of registration, and relevant experience documentation.

Only service providers scoring a minimum of 70% on functionality criteria will be evaluated further on price. The evaluation emphasizes experience, qualifications, and capacity to deliver quality training aligned with statutory standards.
