Objectives

The primary objectives of this tender are to refill and conduct integrity tests on fire suppression gases in designated areas at Majuba Power Station. Specifically, the scope includes refilling depleted fire suppression cylinders (Argonite for Unit 6 archive room and Energen for documentation centres), pressure testing the cylinders, and performing integrity tests such as Door Fan Tests to determine minimum hold times as per ISO, SANS, and NFPA standards. The aim is to ensure the fire suppression systems are fully operational to prevent loss of critical documentation and infrastructure in case of fire.

Scope

The scope of work encompasses:

• Refilling and pressure testing of fire suppression gas cylinders in the Unit 6 archive room and documentation centres (Main Building, IT Server Room, and Unit 6 Document Centre).
• Conducting integrity tests, including Door Fan Tests, on all rooms with gaseous fire suppression systems.
• Dismantling, repairing, and reassembling suppression systems as needed.
• Organizing transportation for empty cylinders and ensuring proper installation to prevent premature pressure loss.
• Ensuring compliance with SANS, ISO, and NFPA fire protection standards and codes.
• Commissioning and handover of the installed systems, ensuring operational and control philosophies align with design specifications.
• Providing comprehensive documentation, including original data and analysis reports.

Technical Requirements

The technical requirements include:

• Refilling of fire suppression cylinders with Argonite and Energen gases, ensuring pressures are maintained within specified limits.
• Pressure testing and integrity assessment of all gaseous fire suppression systems, including Door Fan Tests for minimum hold time determination.
• Strip/dismantle suppression systems, repair damaged components, and reassemble them correctly.
• Use of appropriate standards such as ISO, SANS, and NFPA for all testing, installation, and commissioning activities.
• Execution of works in accordance with employer requirements, safety standards, and relevant codes.
• Proper installation to prevent pressure loss, with provisions for refilling if pressure drops below activation thresholds.
• Provision of method statements, risk assessments, and quality control plans prior to commencement of work.

Skills Requirements

The contractor must demonstrate:

• Competence in handling gaseous fire suppression systems, including refilling, pressure testing, and system dismantling/reassembly.
• Experience with ISO, SANS, and NFPA standards related to fire protection systems.
• Ability to conduct Door Fan Tests and interpret results accurately.
• Capability to manage site safety, including familiarization with employer safety requirements and conducting risk assessments.
• Provision of qualified personnel for installation, testing, and commissioning activities.
• Proper planning and resource management, including tools, equipment, and transportation logistics.
• Ability to produce detailed method statements, safety reports, and data analysis documentation.
