Objectives

The primary objective of this tender is to procure services for the general service and overhaul of turbine high pressure, high temperature, and general valves on Units 1-6 during outages and opportunity maintenance. The contract aims to ensure reliable operation, maintenance, and performance of critical turbine valves over a period of five years, aligning with Eskom’s quality and safety standards.

Scope

The scope encompasses:

• Performing comprehensive maintenance, servicing, and overhaul of high-pressure, high-temperature, and general valves on turbines Units 1-6.
• Conducting these activities during scheduled outages and opportunity maintenance windows.
• Ensuring all work complies with Eskom’s technical, safety, and quality requirements.
• Managing activities across multiple sites at Lethabo Power Station over a five-year period.

Technical Requirements

The technical scope includes:

• Development and implementation of Inspection and Test Plans (ITPs) and Contract Quality Plans (CQPs).
• Adherence to Eskom’s quality management system based on ISO 9001 standards.
• Inspection, testing, and verification of valves, including welding, coating, and special processes, with qualified personnel and documented procedures.
• Provision of quality records, certification, and traceability for all activities.
• Management of sub-suppliers, including capability assessments, quality audits, and compliance monitoring.
• Implementation of preservation, handling, transportation, and storage procedures for materials and equipment.
• Execution of site acceptance tests, factory acceptance tests, and post-installation checks.
• Management of non-conformances, defects, and punch list resolutions.

Skills and Competency Requirements

The tender mandates that suppliers must demonstrate:

• ISO 9001 certification or documented QMS compliant with the latest standards.
• Qualified personnel for inspection, testing, welding, coating, and special processes, with relevant certifications and SETA compliance.
• Experience in executing similar valve overhaul and maintenance projects, with documented quality records.
• Capability to develop and implement detailed CQPs, ITPs, and quality method statements specific to the scope of work.
• Ability to perform capability and capacity assessments of sub-suppliers, especially for critical plant components.
• Proficiency in managing preservation, transportation, and storage of materials and equipment in accordance with Eskom standards.
• Competence in conducting quality audits, surveillance, and oversight activities during all project phases.
