Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver road cleaning services within the George Municipal Area. The services will be performed using a road sweeper truck to ensure effective cleaning of municipal roads, leaves, sand, and dust accumulation, thereby maintaining the cleanliness and safety of the area.

Scope

The scope of work includes:

• Provision and operation of a road sweeper truck for scheduled cleaning services.
• Cleaning of designated areas as directed by the Municipal Contract Manager.
• Work to be performed on weekdays, with weekend and holiday work subject to operational approval.
• Compliance with safety, health, environmental, and quality standards.
• Provision of qualified drivers and necessary equipment for the duration of the contract.
• Adherence to specified service levels, including equipment maintenance, safety protocols, and environmental regulations.

Technical Requirements

The technical specifications and requirements for the tender include:

Vehicle and Equipment

• A road sweeper/vacuum truck equipped with:
• Heavy-duty stainless-steel body with soundproofing and water tank with anti-surge baffles.
• Twin diaphragm pump capable of dry running and water filling via a Type 'A' hydrant.
• Channel brush, nozzle, and dust suppression system.
• Automatic multi-position body propping mechanism, rear discharge chute, twin rear caged beacons, and control systems with indicator lamps.
• Compliance with EC 2000/14/EC noise standards.

Operational and Safety Standards

• Operation during weekdays, weekends, and public holidays as approved.
• Provision of PPE and adherence to SHEQ (Safety, Health, Environment, Risk, and Quality) standards.
• Vehicle roadworthiness certification and proof of maintenance.
• Qualified drivers with valid licenses, permits, and medical certificates.
• Implementation of safety, environmental, and emergency procedures, including risk assessments and hazard management.

Functionality Criteria

• Minimum score of 60 out of 80 points in the functionality evaluation based on:
• Experience in similar services (40 points)
• Availability of vehicle (20 points)
• Proof of vehicle (20 points)

Only bidders meeting the minimum functionality score will proceed to price and preference evaluations.

Compliance and Certification

• Submission of valid tax compliance status, BBBEE certificates, and municipal service clearance.
• Adherence to all applicable South African legislation, standards, and municipal policies.
• Provision of a detailed project execution plan, safety and environmental management plans, and proof of equipment compliance.
