Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver CCTV Surveillance Training and Body Language Course for CCTV Operators. The training aims to enhance the skills, operational effectiveness, and surveillance capabilities of CCTV personnel within the George Municipality.

Scope

The scope includes the provision of:

• A one-day CCTV Induction Course covering the role of CCTV in municipal control rooms, warning systems, and related topics.
• A two-day CCTV Surveillance Skills and Body Language Course aimed at developing operational and surveillance skills, incident recognition, and behavioral profiling for CCTV operators.
• Training of at least 18 officials, conducted face-to-face, in English and Afrikaans, including practical assessments and reporting.
• Provision of training materials, stationary, and certification, with all prices inclusive of VAT.
• Compliance with specified technical and quality standards, including adherence to the municipality’s specifications and requirements.

Technical Requirements

The technical requirements for the training include:

• Delivery of training within 5 working days from appointment.
• Training to be conducted face-to-face with groups not exceeding 15 officials.
• Training in English and Afrikaans, including practical assessments and facilitation.
• Provision of a detailed training report and certification for delegates.
• Use of accredited trainers with valid SETA certification.
• Training content covering incident recognition, body language, emotional and stress behavior, evidence collection, and profiling.
• All training costs, including materials, stationary, and certification, to be included in the unit rate.

Skills Requirements

The successful service provider must demonstrate:

• Proven track record in delivering CCTV surveillance and body language training, supported by reference letters and past experience.
• Ability to develop and implement practical, interactive training methodologies.
• Qualified trainers with relevant certifications and experience in security and surveillance training.
• Capacity to deliver training within the specified timeframe and in the required languages.
• Experience in training municipal or similar security personnel, with evidence of previous successful engagements.
• Ability to produce comprehensive training reports and certification documentation.
