Objectives

The primary objective of the tender is to establish a standardized approach for managing the provision of fire protection services at Gourikwa Power Station, ensuring compliance with Eskom’s quality, safety, health, and environmental requirements. It aims to select suppliers that demonstrate commitment to quality management systems (ISO 9001), local content, skills development, and socio-economic goals, while ensuring safety and environmental standards are met throughout the project lifecycle.

Scope

The scope encompasses the provision of comprehensive fire protection services including design, manufacturing, supply, installation, testing, commissioning, and ongoing maintenance of fire safety systems at Gourikwa Power Station over a 60-month period. It involves managing suppliers and sub-suppliers, ensuring quality assurance and control, preservation, and compliance with statutory and Eskom-specific standards. The scope also includes developing, implementing, and monitoring Quality Plans, Inspection & Test Plans, and ensuring adherence to environmental and safety standards during all project phases.

Technical Requirements

• Development and implementation of a Quality Management System (ISO 9001 compliant).
• Preparation and submission of Contract Quality Plans (CQPs) and Inspection & Test Plans (ITPs) aligned with ISO 10005.
• Management and auditing of suppliers/sub-suppliers, including verification of their QMS, audit reports, NCRs, and compliance records.
• Provision of certified materials, test certificates, and adherence to manufacturing standards (e.g., welding, coating, NDE).
• Implementation of a preservation management system covering storage, handling, and transportation of materials and equipment.
• Monitoring and verification of supplier performance, including surveillance, audits, and corrective actions.
• Management of special processes such as welding, coating, NDE, and ensuring compliance with relevant standards and certifications.
• Development of risk management, environmental, and safety procedures, including gas testing, confined space entry, and emergency response plans.
• Ensuring traceability, documentation control, and proper record-keeping for all quality and safety activities.

Skills Requirements

• Qualified personnel with ISO 9001 certification experience and knowledge of quality management systems.
• Certified auditors and inspectors for manufacturing, welding, NDE, and other special processes.
• Qualified safety officers and occupational health practitioners with experience in risk assessments, incident investigations, and safety audits.
• Trained and competent personnel for gas testing, confined space entry, and emergency rescue operations.
• Project management skills, including development and monitoring of Quality Plans, Inspection & Test Plans, and audit schedules.
• Knowledge of statutory and regulatory standards related to fire safety, welding, environmental management, and occupational health.
• Effective communication, documentation, and reporting skills for managing supplier performance and compliance.
