Objectives

The primary objective of this tender is to procure comprehensive Amazon Web Services (AWS) cloud hosting and related services to support the Western Cape Government's (WCG) Government Motor Transport (GMT) systems. The goal is to enhance operational efficiency, enable advanced fleet and vehicle lifecycle management, and support a cloud-based integrated mobility platform that aligns with international best practices for Mobility as a Service (MaaS). The services aim to improve real-time fleet oversight, driver behaviour monitoring, incident management, and data analytics, thereby strengthening governance, safety, and service delivery across the public transport sector.

Scope

The scope encompasses the provision of cloud hosting and related services for GMT systems over a period of 3 years, including:

• Hosting and management of the Intelligent Transport System (ITS) platform, supporting fleet tracking, timetable compliance, driver behaviour, and operational analytics.
• Deployment of various AWS services such as EC2, RDS, Lambda, S3, CloudFront, Cognito, API Gateway, and others to support modules like vehicle tracking, driver management, fuel monitoring, emergency response, learner transport, e-hailing, social media insights, and more.
• Provision of infrastructure for mobile applications (e.g., Driver Management App, Emergency App, e-hailing solutions) and supporting platforms like Moodle, Blue Dot, and Co-Existence applications.
• Integration with existing Microsoft Azure environment for a multi-cloud architecture ensuring seamless interoperability, security, and scalability.
• Management and monitoring of the entire ITS hosting environment, including incident detection, performance management, security, patching, disaster recovery, and compliance.
• Provision of satellite connectivity options as a change event, including hardware, software, and contractual arrangements.

The services are to be delivered in accordance with detailed technical specifications, drawings, annexures, and standards specified in the tender documentation.

Technical Requirements

• Provision of AWS cloud infrastructure supporting high availability, scalability, and security, including EC2, RDS, Lambda, S3, CloudFront, Cognito, API Gateway, and other relevant AWS services.
• Implementation of a multi-cloud architecture with secure interoperability between AWS and Microsoft Azure platforms.
• Deployment of specific modules such as Vehicle Tracking, Fuel Monitoring, Driver Management, Emergency Support, Learner Transport, E-hailing, Social Media Insights, Blue Dot, Co-Existence, and others, each with specified AWS resource sizing.
• Provision of management and support services for the entire ITS hosting environment, including incident management, performance monitoring, patching, vulnerability assessments, disaster recovery, and compliance with relevant standards.
• Adherence to standard specifications, project specifications, accreditation, and qualification requirements as detailed in the tender.
• Provision of detailed technical documentation, drawings, schematics, annexures, and compliance with specified standards and workmanship requirements.
• Provision of satellite communication hardware and services as a change event, with detailed technical and contractual arrangements.

Skills Requirements

• Proven expertise in deploying, managing, and supporting large-scale AWS cloud environments, including EC2, RDS, Lambda, S3, CloudFront, Cognito, API Gateway, and related services.
• Experience in multi-cloud architecture, specifically integrating AWS with Microsoft Azure, ensuring secure interoperability and data exchange.
• Strong understanding of cloud security, compliance, and best practices for high-availability and disaster recovery.
• Capability to provide proactive monitoring, incident detection, logging, escalation procedures, and performance management of complex cloud-hosted platforms.
• Expertise in managing cloud infrastructure supporting mobility solutions, fleet management, real-time tracking, driver behaviour monitoring, and emergency response systems.
• Ability to interpret and implement technical specifications, drawings, annexures, and standards as specified in the tender documentation.
• Experience in managing satellite communication hardware and services, including technical and contractual arrangements.
• Capability to deliver comprehensive management, support, and operational services, including patching, vulnerability assessments, compliance, and disaster recovery planning.
