Objectives

The primary objective of this tender is to establish a 3-year framework contract for the supply, fitment, removal, and re-installation of emergency lights and sirens on vehicles owned and operated by the Western Cape Government's Government Motor Transport (GMT). The contract aims to provide a reliable, uniform, and cost-effective solution for emergency vehicle equipment across various government departments, ensuring operational readiness and compliance with relevant standards.

Scope

The scope encompasses:

• Design, manufacture, supply, fitment, removal, and re-installation of specified emergency lights and sirens on vehicles, including various models and makes.
• Provision of related accessories such as LED modules, light bars with built-in speakers, integrated PA systems, dash flashers, and sirens.
• Work to be performed on GMT premises and at designated locations, with the possibility of ad hoc services across the Western Cape and other provinces.
• Operational support including vehicle movement, mock-up design, and on-site fitment within specified lead times.
• Provision of warranty, maintenance, and repair services, with a focus on quality, durability, and compliance with standards.

Technical Requirements

The technical specifications include:

• Compliance with latest relevant standards such as SANS/EN 61000-6-1 and 61000-6-3.
• Robust, water and moisture-resistant electronic circuits and enclosures.
• LED modules with minimum generation-3-5 technology, high impact resistance, and specific color configurations (blue, amber, white, red, green).
• Light bars with aerodynamic design, UV stabilizers, and a minimum of 18 LED modules capable of multiple flash patterns.
• Integrated public address systems with switch panels, remote operation, and multiple control functions.
• High-power, electronically controlled sirens with remote activation, override capabilities, and compliance with national standards.
• Durability, minimum 3-year guarantee, and on-site warranty for all components.
• Compatibility with vehicle electrical systems (13.2V or 24V DC), with provisions for power supply, communication, and control.
• Design, manufacture, and installation in accordance with approved drawings, schematics, and annexures.

Skills and Skills Requirements

The tenderer must demonstrate:

• At least five years of proven experience in designing, manufacturing, and fitting emergency vehicle lighting and siren systems.
• Capability to produce and supply compliant, high-quality emergency lighting and siren equipment, including LED modules, light bars, and PA systems.
• Qualified personnel with relevant technical expertise, including engineers, technicians, and project managers, with documented qualifications and work experience.
• Ability to provide technical support, on-site installation, mock-up design, and after-sales service across the Western Cape and other regions.
• Existing operational facilities within 50 km of Maitland, equipped for vehicle storage, secure parking, and workshop activities.
• Capacity to operate flexibly, including after-hours, weekends, and public holidays, to meet strict deadlines.
• Provision of CVs, recommendation letters, and evidence of previous similar projects to substantiate capability and experience.
• Compliance with all technical, safety, and quality standards as specified in the tender documentation.
