Objectives

The primary objective of this tender is to establish a 3-year framework contract with qualified service providers for vehicle branding and decal services for the Western Cape Government Motor Transport (GMT). The aim is to ensure consistent, high-quality branding, decal application, removal, and related services across a diverse fleet of government vehicles, including emergency, medical, forensic, and administrative vehicles, on an as-needed basis.

Scope

The scope encompasses:

• Design, manufacture, application, and removal of vehicle decals and branding for various vehicle types (sedans, SUVs, MPVs, LDVs, panel vans, motorcycles, ambulances, etc.) in accordance with detailed specifications provided in annexures.
• Provision of decals/branding for specific services such as Provincial Traffic, EMS, Forensic Pathology, HealthNet, and Disaster Management, with detailed design and size requirements.
• Application of decals on vehicles at GMT premises or on-site, including on-site branding for emergency and general vehicles.
• Removal and replacement of decals as required, with services to be delivered within specified lead times.
• Provision of incidental branding services such as signage and structures, as instructed via change events.
• Maintenance of quality standards, adherence to specifications, and compliance with safety and security requirements.

Technical Requirements

The technical scope includes:

• Use of specified high-quality reflective and vinyl films (e.g., Avery Dennison V-8000 Series, 3M Diamond Grade) with UV protection.
• Application of decals with precise dimensions, colors, and design elements as per annexures, including coats of arms, call signs, logos, and slogans.
• Application on various vehicle types with specific design layouts for each (see annexures A to W).
• Design and mock-up approval process prior to application.
• Application and removal services at designated locations, with lead times such as 7 days for demo vehicles and daily application rates for emergency and general vehicles.
• Provision of secure, enclosed storage facilities within 50 km of Maitland for decal materials and equipment.
• Compliance with health, safety, and security standards during application and removal processes.
• Insurance coverage for damages or loss during service provision.

Skills and Capabilities Requirements

The tenderer must demonstrate:

• Proven experience (minimum 2 years) in designing, manufacturing, and applying vehicle decals and branding, including complex reflective and vinyl materials.
• Capability to produce high-quality decals with UV protection, reflective properties, and precise design adherence.
• Availability of skilled personnel, including supervisors and mobile staff experienced in decal application/removal.
• Operational capacity to deliver services within specified lead times (e.g., 7 days for demo vehicles, 3 vehicles/day for emergency vehicles, 20 vehicles/day for general vehicles).
• Ability to operate from or near Maitland, with fully enclosed, secure premises for storage and application, preferably within 50 km.
• Capacity to provide on-site services, including mobile application teams, with appropriate management and reporting structures.
• Adequate insurance coverage and safety protocols for vehicle and property damages.
• Experience in handling multiple vehicle types and complex branding schemes as per annexures.
• Ability to produce and submit detailed work plans, timelines, and quality assurance documentation.
