Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake electrical repairs, installations, and maintenance of low voltage systems within the Gqeberha (PE) area for a period of 36 months. The aim is to ensure the reliable, safe, and compliant electrical systems across various government facilities, including state buildings, police stations, courts, and other public infrastructure, over the contract duration.

Scope

The scope of work encompasses a comprehensive range of electrical maintenance and repair services, including but not limited to:

• Routine inspection, testing, and servicing of electrical installations in designated facilities.
• Repairs, replacements, and upgrades of electrical components such as distribution boards, luminaires, switches, socket outlets, and wiring systems.
• Installation of new electrical systems, lighting, and power outlets where required.
• Overhead and underground electrical line maintenance, including pole replacements, cable jointing, and earthing.
• Testing, commissioning, and certification of electrical systems.
• Hazardous material removal, including fluorescent tubes and other hazardous substances, in compliance with safety regulations.
• Provision of operating and maintenance manuals, as-built drawings, and training for client personnel.
• Emergency repairs and unplanned maintenance responding to faults and breakdowns.
• Periodic preventative maintenance to ensure ongoing system integrity and compliance.

The services are to be delivered across multiple sites within the Gqeberha area, with specific tasks detailed in the tender documents and schedules.

Technical Requirements

• Standards and Regulations: All work must comply with the South African National Standards (SANS), Occupational Health & Safety Act, and relevant legislation, including the Electrical Installation Regulations and the Construction Regulations.
• Qualifications: Personnel must be qualified electricians registered with the Department of Labour and possess the necessary trade and wireman’s licenses. Key personnel must meet specified trade test and experience criteria.
• Equipment and Materials: All equipment, tools, and materials used must meet the relevant standards, preferably with SANS approval. Replacement parts must be of equal or better quality and approved prior to installation.
• Safety and Environmental Compliance: The contractor shall prepare and implement a comprehensive Health & Safety Plan, including risk assessments, hazardous material handling, and safe work procedures. All hazardous waste, such as fluorescent tubes, must be disposed of in accordance with environmental regulations.
• Testing and Certification: All electrical installations and repairs must be tested and certified by qualified personnel before handover. Certificates of compliance (CoC) must be issued for each site.
• Documentation: The contractor shall produce detailed as-built drawings, maintenance records, and operating manuals. These documents must be approved by the Engineer prior to completion.
• Response Times: Emergency faults must be responded to promptly, with specified maximum down-times and penalties for delays.
• Security and Access: The contractor shall coordinate access to secure sites, including obtaining necessary security clearances and complying with site-specific security protocols.
• Reporting and Records: Regular progress reports, incident logs, and job cards must be maintained and submitted as per the contract requirements.
