Objectives

The primary objective of this tender is to appoint a service provider to conduct a GRAP (Generally Recognised Accounting Practice) workshop for the South African Diamond and Precious Metals Regulator (SADPMR). The workshop aims to update the Financial Reporting Team on GRAP standards, enhance their technical competencies, ensure compliance with relevant standards, and support improvements in audit outcomes as identified by the Auditor-General.

Scope

The scope of work includes:

• Reviewing the organisation’s accounting policies for compliance with GRAP and providing recommendations for updates.
• Assessing disclosure notes in financial statements to ensure GRAP compliance and assisting in enhancements.
• Examining the 2024/25 audited financial statements and management report, providing recommendations on shortcomings.
• Guiding on newly issued and updated GRAP standards, upcoming amendments, exposure drafts, and emerging issues.
• Identifying challenges in implementing GRAP and offering practical solutions.
• Evaluating key areas requiring significant estimates and judgments under GRAP, advising on documentation and justification.
• Conducting the workshop virtually via Teams, with the service provider equipped with necessary technology.

Technical Requirements

• The workshop must be conducted virtually on Microsoft Teams.
• The service provider must have the necessary technology infrastructure to facilitate virtual training.
• The instructor should have a minimum of 3 years’ experience in public sector financial reporting/training.
• The service provider should have at least 3 years’ experience in providing similar services.
• The bidder must have an online platform capable of conducting the workshop.

Skills Requirements

• Instructor must have at least 3 years’ experience in public sector financial reporting and training, with CVs and references to be provided.
• The service provider must demonstrate experience in delivering similar training services, supported by reference letters.
• Proficiency in virtual training delivery and familiarity with Microsoft Teams or equivalent online platforms.
• Ability to assess and provide recommendations on financial statements and compliance issues related to GRAP standards.
