Objectives

The primary objective of this tender is to appoint a qualified civil engineering service provider to undertake repairs, refurbishment, and associated civil engineering services for the project at Griekwastad: DOJ. The scope includes investigations, design, documentation, procurement, construction supervision, and project close-out, with a focus on compliance with relevant legislation, environmental standards, and targeted procurement goals.

Scope

The scope encompasses:

• Preliminary investigations, feasibility, and planning reports.
• Design development, detailed drawings, specifications, and procurement documentation.
• Construction monitoring, site supervision, and quality assurance.
• Project administration, contract management, and close-out activities.
• Additional services such as targeted procurement, occupational health and safety compliance, environmental management, and stakeholder coordination.
• Provision for multidisciplinary coordination including electrical, mechanical, structural, and electronic engineering services where applicable.
• Adherence to legislative, environmental, and safety standards, including security clearance and environmental impact assessments.

Technical Requirements

The technical requirements include:

• Provision of professional civil engineering services by registered professionals in accordance with the Engineering Profession Act, 2000.
• Preparation and submission of reports, drawings, and specifications at each project stage.
• Implementation of a comprehensive project programme with milestones, monitored and updated regularly.
• Construction supervision with levels of monitoring (part-time or full-time) as specified, including site inspections and quality checks.
• Compliance with Occupational Health and Safety Act, environmental legislation, and local authority regulations.
• Use of approved software for project programming and documentation compatibility.
• Security clearance for personnel involved in projects requiring such clearance.
• Adherence to targeted procurement goals, including BBBEE compliance and stakeholder engagement.
• Provision of detailed cost estimates, risk assessments, and project documentation in line with departmental standards.
• Coordination with multidisciplinary teams and other service providers, ensuring seamless integration of services.
