Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groen Punt Prison for a duration of one month. The contractor is responsible for ensuring continuous, compliant, and efficient operation of the water and wastewater treatment facilities, including chemical supply, equipment maintenance, monitoring, and reporting, to guarantee the provision of safe potable water and environmentally compliant wastewater discharge.

Scope

The scope encompasses:

• Operation and maintenance of two water treatment plants (raw water abstraction, treatment, storage, disinfection, and distribution).
• Operation and maintenance of wastewater treatment works (pre-treatment, biological treatment, sludge management, final effluent discharge).
• Supply and management of chemicals (coagulants, disinfectants, pH adjusters).
• Routine inspections, cleaning, and preventive maintenance of equipment, tanks, pipelines, and facilities.
• Monitoring and testing of water quality parameters in accordance with national standards (SANS 241, Water Act, etc.).
• Record keeping, reporting, and compliance documentation including monthly test results and operational logs.
• Groundskeeping activities around the treatment facilities.
• Adherence to health, safety, and environmental regulations.

Technical Requirements

The technical scope includes:

• Operation of water abstraction, chemical dosing, sedimentation, filtration, disinfection, and storage systems.
• Operation of wastewater treatment processes including screening, grit removal, biological filtration, sludge digestion, and final discharge.
• Regular maintenance of pumps, generators, electrical and mechanical equipment, and instrumentation.
• Laboratory testing of potable water and wastewater effluent for parameters such as turbidity, pH, residual chlorine, coliforms, nitrates, phosphates, and other relevant standards.
• Maintenance of detailed operational and maintenance logs, incident reports, and compliance documentation.
• Implementation of Green Drop requirements, including process monitoring, record keeping, and reporting.
• Emergency response and breakdown management.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in operating and maintaining water and wastewater treatment plants of similar capacity and complexity.
• Qualified personnel including:
• Class V Process Controller (Plant Supervisor)
• Class III Process Controllers (Water Treatment)
• Class II Process Controllers (Wastewater Treatment)
• General workers with relevant training and experience
• Competence in chemical handling, laboratory testing, and process control.
• Knowledge of relevant legislation, standards, and environmental regulations (Water Act, SANS 241, Occupational Health & Safety).
• Ability to maintain detailed records, compile reports, and ensure compliance with Green Drop and other regulatory standards.
• Experience in groundskeeping and general maintenance of treatment plant facilities.
• Capacity to respond promptly to breakdowns, emergencies, and non-compliance issues.
• Demonstrated understanding of health, safety, and environmental management practices.
