Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The service provider will ensure the continuous, safe, and compliant operation of both water and wastewater treatment facilities, including chemical supply, process control, maintenance, and compliance with relevant standards and regulations.

Scope

The scope of work encompasses:

• Operation of water treatment plant, including abstraction, treatment, disinfection, storage, and distribution.
• Operation of wastewater treatment plant, including inlet works, biological treatment, sludge management, and effluent discharge.
• Routine and scheduled maintenance of all plant equipment, tanks, pipelines, and ancillary facilities.
• Supply of chemicals such as coagulants, disinfectants, and pH adjusters.
• Monitoring and testing of water and wastewater quality in accordance with national standards and regulations.
• Grounds maintenance around treatment facilities.
• Record keeping, reporting, and compliance documentation.
• Adherence to health, safety, and environmental regulations.

Technical Requirements

The technical scope includes:

• Operation of two water treatment plants (raw water abstraction, filtration, disinfection, storage).
• Operation of wastewater treatment plant with biological filtration, sludge management, and effluent compliance.
• Routine inspection and maintenance of pumps, tanks, pipelines, and electrical/mechanical equipment.
• Chemical analysis and testing of water and effluent parameters, including turbidity, pH, residual chlorine, chemical oxygen demand (COD), suspended solids, coliforms, and other relevant standards.
• Implementation of process control measures to meet the standards set by the National Water Act, SANS standards, and Green Drop requirements.
• Preparation of operational and compliance reports, including monthly testing results and maintenance logs.
• Provision of qualified personnel: process controllers, supervisors, and general workers with relevant certifications.
• Compliance with Occupational Health and Safety Act, environmental legislation, and departmental standards.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in operating and maintaining water and wastewater treatment plants of similar capacity and complexity.
• Qualified personnel with relevant certifications, such as Class V Process Controller for water treatment and Class II/III Process Controllers for wastewater treatment.
• Knowledge of relevant legislation, standards, and best practices in water quality management.
• Ability to perform routine and scheduled maintenance, troubleshooting, and emergency repairs.
• Competence in sampling, laboratory testing, and interpreting water quality data.
• Experience in record keeping, reporting, and compliance documentation.
• Capacity to manage chemicals safely and supply quality chemicals in accordance with specifications.
• Effective communication skills and ability to coordinate with departmental officials and stakeholders.
