Objectives

The primary objective of this tender is to appoint a service provider for the operation and maintenance of water and sewer treatment plants at Groenpunt Prison for a duration of one month. The service aims to ensure continuous, compliant, and efficient water and wastewater treatment processes, including chemical supply, plant operation, monitoring, maintenance, and reporting, to guarantee safe potable water and environmental compliance.

Scope

The scope encompasses:

• Operation of water treatment works, including abstraction, chemical dosing, filtration, disinfection, and storage.
• Operation of wastewater treatment works, including inlet works, biological and tertiary treatment, sludge removal, and discharge compliance.
• Routine and scheduled maintenance of treatment plants, pumps, electrical and mechanical equipment, and associated infrastructure.
• Supply of chemicals (e.g., coagulants, chlorine, ferric chloride) and tablets for testing.
• Monitoring and testing of water and wastewater parameters in accordance with national standards and regulations.
• Grounds maintenance around treatment facilities.
• Record keeping, reporting, and compliance documentation, including daily operational logs and monthly testing results.
• Adherence to environmental, health, and safety standards, including emergency and incident reporting.

Technical Requirements

• Qualified personnel: Process controllers with specified certifications (Class II for wastewater, Class III for drinking water, Class V supervisor).
• Operational equipment: Testing instruments, chemical dosing systems, pumps, generators, and safety gear.
• Plant capacity and classification: Water plant (Class C), wastewater plant (Class D), with operational standards as per relevant regulations.
• Monitoring: Regular sampling, testing, and reporting of parameters such as pH, turbidity, residual chlorine, chemical oxygen demand, coliforms, nitrates, and other relevant standards.
• Maintenance: Scheduled inspections, repairs, calibration, and emergency interventions for electrical, mechanical, and process equipment.
• Documentation: Accurate logs, incident reports, compliance certificates, and adherence to environmental legislation.
• Safety and security: Compliance with health and safety regulations, security clearances, and confidentiality obligations.

Skills Requirements

• Experience in operating and maintaining water and wastewater treatment plants, preferably in a correctional or similar institutional environment.
• Certifications: Class II Process Controller (wastewater), Class III Process Controller (drinking water), Class V supervisor.
• Knowledge of relevant South African water and environmental legislation, including the Water Services Act, National Water Act, and SANS standards.
• Ability to perform laboratory sampling, testing, and interpretation of results.
• Proficiency in plant maintenance, troubleshooting, and emergency response.
• Competence in record keeping, reporting, and compliance documentation.
• Grounds maintenance skills for plant surroundings.
• Health and safety awareness, including PPE provision and incident management.
