Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The service provider is expected to ensure the continuous, efficient, and compliant operation of the treatment facilities, including chemical supply, process control, maintenance, monitoring, and reporting, in accordance with relevant legislation, standards, and departmental requirements.

Scope

The scope of work encompasses:

• Operation and maintenance of water and sewer treatment plants, including abstraction, treatment, storage, and discharge processes.
• Supply and management of chemicals for water and wastewater treatment.
• Routine and scheduled maintenance of equipment, pumps, generators, and infrastructure.
• Monitoring and testing of water quality parameters in compliance with national standards and regulations.
• Groundskeeping and tidiness of the treatment facilities and surrounding areas.
• Record-keeping, reporting, and compliance documentation.
• Adherence to health, safety, and environmental legislation and standards.
• Management of personnel, including qualified process controllers, general workers, and supervisors.

Technical Requirements

• Provision of qualified process controllers (Class V supervisor, Class II and III process controllers) with accredited certifications.
• Supply of chemicals such as coagulants, chlorine, ferric chloride, and testing tablets, with appropriate handling and storage.
• Implementation of daily operational procedures, process control, and quality testing aligned with SANS 241, the National Water Act, and Green Drop requirements.
• Maintenance of equipment, including pumps, generators, chemical tanks, and instrumentation, with calibration and servicing as per manufacturer standards.
• Regular sampling, testing, and reporting of water and wastewater quality parameters.
• Implementation of safety protocols, security clearance, and confidentiality measures.
• Proper record-keeping of operational data, maintenance activities, and incident reports.
• Compliance with relevant legislation, standards, and departmental policies.

Skills Requirements

• Qualified Process Controllers (Class V supervisor, Class II and III process controllers) with accredited certifications.
• Mechanical and electrical artisans with trade test certificates and relevant experience.
• Personnel with knowledge of water and wastewater treatment processes, chemical handling, and process control.
• Experience in operating and maintaining water and sewer treatment plants, including troubleshooting and repairs.
• Competence in sampling, laboratory testing, and interpreting water quality results.
• Ability to prepare operational reports, compliance documentation, and incident reports.
• Knowledge of health, safety, and environmental legislation, including PPE provision and safety protocols.
• Effective communication skills for coordination with departmental staff and reporting authorities.
