Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The contractor is responsible for ensuring continuous, compliant, and efficient operation of the treatment facilities, including chemical supply, routine and scheduled maintenance, monitoring, and reporting, to guarantee the provision of safe potable water and compliant wastewater discharge.

Scope

The scope of work encompasses:

• Operation of water treatment plant, including abstraction, chemical dosing, filtration, disinfection, storage, and distribution.
• Operation of wastewater treatment plant, including inlet works, biological treatment, sludge management, and effluent discharge.
• Routine and scheduled maintenance of all plant equipment, pumps, electrical and mechanical systems, and infrastructure.
• Monitoring and testing of water and wastewater parameters in compliance with relevant standards and legislation.
• Supply of chemicals and reagents required for treatment processes.
• Grounds maintenance around treatment facilities.
• Record keeping, reporting, and compliance documentation.
• Adherence to health, safety, and environmental regulations.

Technical Requirements

The technical requirements include:

• Having qualified personnel: Process controllers with specified Class II, III, and V certificates, and a supervisor with Class V qualification.
• Provision of all necessary equipment, testing instruments, and chemicals.
• Implementation of monitoring and testing protocols as per national standards (e.g., SANS 241, Water Act, and relevant regulations).
• Maintenance of operational and maintenance logs, incident reports, and compliance records.
• Regular sampling and laboratory testing of drinking water and wastewater effluent.
• Adherence to safety standards, including PPE provision and hazard management.
• Effective sludge management and disposal in accordance with environmental laws.
• Implementation of contingency and unscheduled maintenance procedures.

Skills Requirements

The tenderer must demonstrate:

• Experience in operating and maintaining water and wastewater treatment plants, preferably of similar size and complexity.
• Qualified personnel with relevant certifications (Class II, III, V Process Controllers, and supervisors).
• Knowledge of relevant legislation, standards, and environmental regulations.
• Ability to perform routine and scheduled maintenance, troubleshooting, and emergency repairs.
• Competence in sampling, laboratory testing, and data interpretation.
• Experience in record keeping, reporting, and compliance documentation.
• Capacity to supply chemicals and manage inventory effectively.
• Strong health, safety, and environmental management skills.
