Objectives

The primary objective of this tender is to appoint a qualified contractor to operate the water and sewer treatment plants at Groenpunt Prison on a month-to-month basis, with a contract duration not exceeding two months. The contractor is responsible for ensuring continuous, compliant, and efficient operation of the treatment facilities, including chemical supply, maintenance, monitoring, and reporting, to guarantee the provision of safe potable water and compliant wastewater discharge.

Scope

The scope of work encompasses:

• Operation of water treatment works, including abstraction, screening, chemical dosing, sedimentation, filtration, disinfection, and storage of potable water.
• Operation of wastewater treatment works, including inlet works, biological treatment, sludge management, and final effluent discharge in compliance with standards.
• Routine maintenance, inspection, and monitoring of equipment, tanks, pipelines, and electrical systems.
• Supply and management of chemicals such as chlorine, ferric chloride, flocculants, and tablets for testing.
• Groundskeeping activities around the treatment plants, including grass cutting and tidiness.
• Compliance testing for water quality (SANS 241, National Water Act standards) and wastewater discharge standards, with monthly reporting.
• Record keeping, documentation, and reporting of operational data, tests, and incidents.
• Adherence to health, safety, and environmental regulations.

Technical Requirements

• Qualified personnel: Process controllers (Class II and III), plant supervisor (Class V), and general workers with relevant certifications.
• Operational equipment: Testing instruments, chemical dosing systems, sludge removal tools, and maintenance equipment.
• Compliance with applicable legislation, standards, and regulations, including the Occupational Health and Safety Act, Water Services Act, and SANS standards.
• Implementation of monitoring schedules, maintenance logs, incident reports, and compliance documentation.
• Provision of security clearance for personnel if required.
• Insurance coverage for liabilities, damages, and personnel safety.

Skills Requirements

• Qualified Process Controllers (Class II and III) with accredited certifications.
• Overall Plant Supervisor with a Class V qualification issued by the Department of Water & Sanitation or accredited institution.
• Experience in operating water and wastewater treatment plants, preferably within correctional or similar institutional environments.
• Knowledge of water quality standards, chemical handling, and environmental regulations.
• Ability to interpret laboratory test results and adjust operations accordingly.
• Competence in maintenance, troubleshooting, and emergency response procedures.
• Good record-keeping, reporting, and communication skills.
• Compliance with health, safety, and security protocols, including security clearance if necessary.
