Objectives

The primary objective of this tender is to procure suitable office accommodation for the Department of Cooperative Governance and Traditional Affairs in uMzinyathi District. The selected property must meet specified space, parking, accessibility, and support service requirements for a lease period of 5 years, with an option to extend for an additional 4 years and 11 months. The aim is to ensure the department's functional needs are met in a compliant, accessible, and sustainable manner.

Scope

The scope of the tender includes:

• Provision of office space measuring approximately 424 m² (plus 25% non-assignable space totaling 530 m²), configured on contiguous floors with dedicated entrance and security.
• Supply of 20 undercover parking bays, 10 open bays, and 1 disabled parking bay, all located on-site.
• Refurbishment and refurbishment of existing buildings or leasing of new premises that meet the specified standards.
• Provision of support services including fire safety, security, water, electricity, and accessibility features.
• Compliance with zoning, building, health, safety, and disability regulations.
• Implementation of security, access control, and surveillance systems.
• Adherence to minimum requirements for structural, mechanical, electrical, and safety standards.
• Provision for potential lease extension and associated rate adjustments.

Technical Requirements

The technical specifications for the property include:

• Minimum gross lettable area of 530 m², measured according to SAPOA standards.
• Disability-friendly features including ramps, accessible toilets, and compliance with SANS 10400 standards.
• Parking facilities: 20 undercover bays, 10 open bays, and 1 disabled bay, all paved and located within 20 meters of the entrance.
• Building support services: backup water and power supply, fire detection and suppression systems, CCTV, access control, and security infrastructure.
• Refurbishment of toilets, ceilings, flooring, and internal partitions to meet quality standards.
• Compliance with occupational health and safety regulations, including fire safety and accessibility standards.
• Provision of occupation certificates, fire compliance certificates, and energy performance certificates where applicable.
• Reconfiguration of premises within specified timeframes, with penalties for delays.

Skills Requirements

The tenderer must demonstrate:

• Experience in leasing, refurbishing, or constructing office buildings that meet government standards.
• Capability to undertake building reconfiguration, refurbishment, and compliance certification.
• Technical expertise in building support systems, security, and accessibility features.
• Proficiency in project management, including planning, scheduling, and timely delivery of refurbishment works.
• Knowledge of relevant legislation, including zoning laws, building regulations, occupational health and safety, and disability standards.
• Capacity to provide ongoing maintenance, security, and support services for the leased premises.
• Ability to comply with procurement, legal, and contractual requirements, including submission of all necessary documentation and certifications.
