Objectives

The primary objective of this tender is to procure suitable office accommodation for the Department of Community Safety and Liaison at the Amajuba District Office in Newcastle. The accommodation must meet specified space, parking, technical, and safety standards to support departmental operations for an initial lease period of five years, with provisions for extension and rate adjustments based on the initial lease rate.

Scope

The scope includes:

• Leasing of approximately 215m² of office space, with an additional 20-25% non-assignable space (totaling 258m²).
• Provision of parking bays: 2 lock-up bays, 8 undercover bays, 6 open bays, and 2 disabled bays.
• Refurbishment or existing building accommodation to meet departmental needs, including layout, finishes, and safety standards.
• Installation and maintenance of mechanical, electrical, ICT, security, fire safety, and accessibility systems.
• Provision of support services such as water, power backup, security, and maintenance over the lease period.
• Compliance with all relevant regulations, standards, and legal requirements for office buildings.

Technical Requirements

The technical scope encompasses:

• Building classification as B-Grade or equivalent, fully compliant with the National Building Regulations and Occupational Health & Safety Act.
• Design and reconfiguration of the premises within specified timeframes, with final plans signed off by a registered architect.
• Provision of adequate lighting, ventilation, natural light, and accessibility features, including facilities for persons with disabilities.
• Parking facilities with demarcated bays, including accessible bays close to entrances.
• Installation of HVAC systems, lifts, fire detection and suppression systems, and security infrastructure.
• Electrical and ICT systems compliant with SANS standards, including backup power and data cabling segregation.
• Fire safety measures including extinguishers, evacuation plans, and alarm systems.
• Provision of water tanks, backup generators, and energy performance certificates (EPC).
• Compliance with zoning, environmental, and energy regulations.

Skills and Competency Requirements

Bidder must demonstrate:

• Ownership or legal authority to lease or provide the property, supported by deeds or powers of attorney.
• Relevant experience in leasing, refurbishing, or managing office buildings to meet government standards.
• Technical capacity, including registered architects, engineers, and qualified contractors for refurbishment and systems installation.
• Capability to deliver within specified timeframes, including reconfiguration, compliance, and handover.
• Proven track record in maintaining high standards of safety, security, and environmental compliance.
• Capacity to provide ongoing maintenance, security, and support services throughout the lease period.
• Demonstrated commitment to BBBEE and job creation, including employment of previously disadvantaged groups and local communities.
