Objectives

The primary objective of this tender is to procure reliable, safe, and efficient water tanker services to ensure uninterrupted water delivery within the designated areas of Hlahlindlela for a period of 36 months. The service aims to support potable and non-potable water distribution for various operational needs such as emergency relief, routine supply, infrastructure maintenance, construction activities, drought intervention, and community water supply.

Scope

The scope involves appointing a qualified service provider to:

• Provide water tanker vehicles with capacities of 16,000L, 18,000L, 20,000L or equivalent.
• Operate and maintain the water tankers, including drivers, operators, fuel, maintenance, and insurance.
• Transport and deliver water to locations as instructed by the Employer, supporting both potable and non-potable water needs.
• Maintain records of deliveries and ensure compliance with health, safety, and environmental standards.
• Render services within designated urban, peri-urban, rural, informal settlement, industrial, or emergency response areas, with potential for location adjustments based on operational requirements.

Technical Requirements

The technical specifications include:

• Provision of water tanker vehicles with specified capacities and emergency availability.
• Equipping tankers with necessary safety, health, and environmental standards, including proper licensing, insurance, and roadworthiness certificates.
• Adherence to health, safety, and environmental regulations, including safe loading, offloading, spill prevention, and PPE compliance.
• Operational methodology capable of responding to scheduled and emergency water delivery requirements.
• Provision of all necessary records, reports, and documentation related to water deliveries.
• Compliance with all applicable legislation, regulations, and standards.

Skills Requirements

The skills and personnel requirements include:

• Experienced drivers with valid licenses (Code 14 or equivalent).
• Qualified supervisors or coordinators with relevant experience and qualifications (Diploma or BSc preferred).
• Personnel trained in health and safety policies, environmental practices, and operational procedures.
• Demonstrated experience in water tanker operations, safety management, and emergency response.
• Provision of curricula vitae and proof of relevant experience and qualifications for key personnel.
