Objectives

The primary objective of this tender is to procure reliable, safe, and efficient water tanker services to ensure uninterrupted water delivery within the designated areas of Khambi and Coronation for a period of 36 months. The service aims to support potable and non-potable water distribution for various operational needs including emergency relief, routine supply, infrastructure maintenance, drought intervention, and community water supply.

Scope

The scope of work involves appointing a qualified service provider to:

• Provide and operate water tanker vehicles with capacities of 16,000L, 18,000L, 20,000L or equivalent.
• Transport and deliver water to specified locations as instructed by the Employer.
• Ensure delivery of potable and non-potable water, including all associated activities such as fueling, maintenance, and insurance.
• Maintain records of water deliveries and ensure compliance with health, safety, and environmental standards.
• Render services within urban, peri-urban, rural, informal settlement, industrial, or emergency response locations, with possible amendments to service areas as operational needs evolve.

Technical Requirements

The technical scope includes:

• Provision of water tanker vehicles with specified capacities and emergency availability.
• Equipping tankers with necessary safety, health, and environmental standards, including safety gear, PPE, and environmental safeguards.
• Ensuring vehicles are licensed, insured, roadworthy, and maintained according to standards.
• Providing all necessary documentation such as licensing, insurance, fleet maintenance records, and vehicle registration.
• Responding promptly to scheduled and emergency water delivery requirements, with effective operational methodology.
• Adhering to health, safety, and environmental regulations throughout service delivery.

Skills and Skills Requirements

The tender specifies that the service provider must demonstrate:

• Relevant previous experience in water tanker operations, with proof of projects and references.
• Qualified personnel including drivers with valid licenses (Code 14), supervisors or coordinators with appropriate qualifications, and experience (minimum 5 years recommended).
• Key personnel CVs, including experience and professional qualifications such as diplomas or degrees.
• Company policies on occupational health and safety (OHS), quality assurance, and environmental management, with supporting documentation.
• Fleet capacity with evidence of available tankers, licensing, insurance, and maintenance systems.
• Operational methodology for managing scheduled and emergency water deliveries efficiently.
• Compliance with all legal, safety, and environmental standards, including submission of relevant certificates and documentation.
