Objectives

The primary objective of this tender is to appoint an accredited training provider to deliver, implement, and manage a Learnership Programme in Land Bank. The programme aims to support organisational capability development, talent pipeline building, transformation objectives, skills development priorities, and B-BBEE targets over a period of 24 months. It focuses on developing scarce and critical skills, enhancing employment and employability of youth, fostering succession and talent development, and contributing to sector-specific capability enhancement.

Scope

The scope includes:

• Provision of a comprehensive learnership solution aligned with the Occupational Certificate: Business Banking Practitioner NQF6.
• Accreditation to deliver specified qualifications.
• Registration of learners with relevant SETA/QCTO.
• End-to-end learner administration, facilitation, assessment, workplace monitoring, and reporting services.
• Implementation of learnership programmes for employed and unemployed learners, with numbers specified (e.g., 5 employed and 20 unemployed learners).
• Delivery of services over a 24-month period, supporting skills development and transformation goals.

Technical Requirements

The successful provider must:

• Be accredited to deliver the specified qualifications.
• Register learners with the relevant SETA/QCTO.
• Provide proof of accreditation, assessor and moderator registration, and relevant qualifications.
• Ensure learners are registered and assessed according to quality assurance standards.
• Deliver a comprehensive learnership solution, including facilitation, assessment, workplace monitoring, and reporting.
• Develop and submit detailed implementation methodology, delivery plan, assessment approach, moderation plan, and learner support strategies.
• Ensure team members are qualified and experienced, with CVs and proof of registration or qualifications.
• Address all components of the evaluation criteria, including company profile, learnership experience, methodology, team capacity, and references.

Skills Requirements

The tender specifies that the provider must demonstrate:

• Proven experience in implementing learnerships at NQF Level 6, particularly within banking, financial services, insurance, or risk management sectors.
• Successful implementation of at least five (5) learnership programmes in relevant sectors over the past five years.
• Capacity to deliver nationally with a team of qualified facilitators, assessors, and moderators, with at least 10 years of combined experience.
• Capability to develop and execute detailed implementation methodologies, monitoring, and reporting plans.
• Ability to provide references and evidence of previous successful learnership projects, including client details, learner numbers, completion rates, and project value.
• Qualified personnel with relevant certifications and registration with professional bodies.
• Capacity to manage both employed and unemployed learners effectively, ensuring quality assessment and workplace monitoring.
