Objectives

The primary objective of this tender is to appoint a qualified service provider to advise, design, implement, and support data governance, architecture optimization, and enablement services for Sasria over a period of three years. The project aims to operationalise key components of Sasria’s Data and Analytics Strategy, enhance data quality, establish robust data governance frameworks, and support the organization’s data-driven decision-making capabilities within the Microsoft technology stack.

Scope

The scope of the project includes:

• Design and implementation of a suitable data governance and data solution aligned with Sasria’s architecture and requirements.
• Assessment and enhancement of the current Azure Synapse Data Warehouse environment.
• Development of enterprise data modeling documentation.
• Provision of hands-on training and skills transfer to Sasria staff.
• Assessment, configuration, and support of the existing Synapse and BI environment.
• Implementation of data quality processes and procedures.
• Project management following Prince 2 methodology, including defining project phases, timelines, and deliverables.
• Full configuration, analysis, and post-implementation support of the data architecture.

Technical Requirements

The technical requirements include:

• Proven experience in data governance, data quality, and data architecture within the Microsoft Azure ecosystem.
• Implementation of data governance frameworks, security, and compliance measures.
• Assessment and enhancement of the current Azure Synapse environment, pipelines, and data collection methods.
• Development of enterprise data models and documentation.
• Provision of comprehensive training on configurations, processes, and system support.
• Adherence to Sasria’s architecture specifications as detailed in Annexure E.
• Capability to define and implement data quality processes and procedures.

Skills Requirements

The bidder must demonstrate:

• Certification as a Microsoft Partner with specialization in Data and Analytics solutions.
• At least one team member holding a Certified Data Management Professional (CDMP) certification at Practitioner level.
• Minimum of 5 years’ experience in implementing data governance, data quality, and data solution architecture for Microsoft data technology stacks.
• Proven experience in deploying and managing data governance frameworks, security, and compliance within Azure environments.
• Strong project management skills, preferably with Prince 2 certification.
• Capability to provide detailed technical proposals, reference letters, and team CVs with relevant qualifications and experience.
• Experience in training and skills transfer to client staff.
