Objectives

The primary objective of this tender is the implementation of internal roads (Street 1 & Street 4) in Ward 6 (Dipetlwane Village). The project aims to improve access within the community, facilitate better transportation, and promote labour-intensive construction methods aligned with EPWP guidelines. Additionally, it seeks to deliver public infrastructure efficiently while creating employment opportunities for local communities.

Scope

The scope of work includes:

• Construction and upgrading of internal roads, including earthworks, paving, kerbing, channelling, and associated drainage.
• Protection and relocation of existing services such as water, electricity, and telecommunication lines.
• Provision of traffic accommodation and safety measures during construction.
• Construction of related infrastructure such as signage, road markings, and erosion protection.
• Implementation of environmental management plans and structured training for local labour and targeted enterprises.
• Management and supervision of subcontractors, including targeted small, micro, and start-up enterprises.

Technical Requirements

The technical requirements encompass:

• Adherence to the specifications outlined in the project scope, including earthworks, gravel layers, stabilization, kerbing, and paving.
• Compliance with the Standard Conditions of Tender, CIDB standards, and relevant South African standards (SANS).
• Implementation of labour-intensive construction methods as per EPWP guidelines, with specific emphasis on local employment and targeted enterprise participation.
• Protection of existing services and infrastructure, with detailed procedures for relocation and reinstatement.
• Provision of health and safety measures, including safety plans, training, and monitoring, in accordance with the Occupational Health and Safety Act and Construction Regulations.
• Environmental management, including penalties for non-compliance and measures to prevent environmental damage.
• Proper planning, programming, and management of construction activities, including traffic accommodation and site security.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil construction, particularly in roadworks, earthworks, and paving projects.
• Capability to execute labour-intensive construction methods and manage targeted employment and enterprise development.
• Qualified and competent key personnel, including a Construction Manager, Site Agent, Safety Officer, and Supervisors, with relevant qualifications and experience.
• Ability to coordinate and supervise subcontractors, including targeted small and emerging enterprises.
• Knowledge of environmental management, health and safety regulations, and community liaison procedures.
• Capacity to monitor and report on project progress, quality control, safety compliance, and environmental impact.
