Objectives

The primary objective of the tender is to solicit responses from suppliers to inform and support Eskom's strategy for the provision of Independent Governance, Compliance & Assurance (iGC&A) services. The process aims to gather market insights, technical capabilities, and capacity assessments to optimize procurement strategies and ensure the delivery of comprehensive assurance, compliance, risk management, and performance oversight across Eskom's projects, programmes, and portfolios.

Scope

The scope encompasses a wide range of professional services related to governance, compliance, assurance, risk management, and project performance analysis. Specific areas include:

• Portfolio, programme, and project reporting, data management, and system oversight.
• Governance and compliance assessments, reviews, and policy alignment.
• Monitoring, assurance reviews, and reporting on project performance, risks, and early warning indicators.
• Development of governance frameworks, lessons learned systems, and knowledge management practices.
• Market capacity and capability assessments, including technical expertise and resource availability.
• Contracting models, procurement strategies, and delivery arrangements.
• Technical capabilities across various technologies such as coal-fired, hydro, gas turbines, renewables, nuclear, and energy storage.
• Environmental adherence, civil and structural design, power transmission, and infrastructure development.

Technical Requirements

The technical requirements include:

• Capability to produce and distribute consolidated project and portfolio reports, ad hoc reports, and assurance analyses.
• Ability to conduct independent assurance reviews, contract and claims reviews, and risk assessments.
• Development of governance frameworks, response plans, and lessons learned registers.
• Preparation of strategic, tactical, and project-specific assurance and performance reports.
• Expertise in contract management, schedule and cost analysis, and project risk assessments.
• Provision of stakeholder feedback, knowledge transfer, and skills development sessions.
• Technical proficiency across various energy and infrastructure technologies, including civil, structural, electrical, and environmental disciplines.
• Adherence to environmental and safety standards, and compliance with Eskom policies and procedures.

Skills Requirements

The skills and capabilities sought from suppliers include:

• Extensive experience in governance, compliance, and assurance services within the energy and infrastructure sectors.
• Strong project management and reporting skills, with the ability to handle complex data and produce comprehensive reports.
• Technical expertise in energy technologies such as coal-fired, hydro, gas turbines, renewables, nuclear, and energy storage systems.
• Proficiency in contract management, claims review, and risk analysis.
• Capability to conduct independent assurance reviews and audits, including phase-based assurance and early warning systems.
• Experience in developing governance frameworks, lessons learned systems, and knowledge management practices.
• Ability to deliver stakeholder engagement, training, and knowledge transfer sessions effectively.
• Capacity to respond to market capacity assessments and demonstrate sufficient workforce and resource availability.
• Proficiency in environmental, civil, structural, electrical, and transmission engineering disciplines.
• Strong understanding of Eskom’s policies, standards, and compliance requirements.
