Objectives

The primary objective of this tender is to appoint an independent service provider to conduct a post-BAC (Bid Adjudication Committee) probity review of the proposed contract change related to the roof repairs and maintenance contract for AR Projects. The review aims to ensure that the contract change process is complete, procedurally fair, supported by competent evidence, compliant with applicable policies and legislation, and fit for approval to proceed to the next decision stage.

Scope

The scope of work includes:

• Performing an independent review of the contract change package for the roof repairs and maintenance project.
• Verifying the accuracy of the contract values, change history, and thresholds.
• Assessing the completeness and procedural fairness of the BAC process and related documentation.
• Classifying each change item (e.g., variation, expansion, contingency, new procurement) according to relevant policies.
• Reviewing records from the relevant contract and excluding unrelated contract records.
• Providing an evidence-based assurance conclusion on whether the contract change is appropriate to proceed.
• Delivering a final report with findings, recommendations, and any identified issues or gaps.

Technical Requirements

The technical requirements for the review include:

• Verification of contract values, change history, and thresholds independently.
• Classification of each change according to PFMA SCM instructions and Iziko policies.
• Assessment of the completeness and accuracy of supporting documentation, including certificates, approvals, and records.
• Evaluation of the procedural fairness and compliance of the BAC process.
• Identification of any irregularities, unsupported claims, or procedural issues.
• Preparation of a comprehensive report stating the review findings, conclusions, and recommendations.
• Adherence to governance and independence standards throughout the review process.

Skills Requirements

The successful service provider must demonstrate:

• At least seven years of relevant experience in public-sector probity, assurance, SCM, or governance reviews.
• Proven expertise in reviewing procurement governance, contract changes, and BAC processes.
• Experience in construction contract administration, measurement, variation control, or cost assurance, with relevant qualifications.
• Ability to classify and analyze contract changes using PFMA and Iziko policies.
• Strong documentation and report-writing skills to produce clear, evidence-based findings.
• Independence and impartiality, with no conflicts of interest related to the project or organization.
• Professional indemnity insurance of at least R4,000,000.
