Objectives

The primary objective of this tender is to procure a contractor for the industrial cleaning of cable tunnels, basements, and associated areas at Kusile Power Station over a period of 36 months. The work aims to ensure the cleanliness and maintenance of critical infrastructure to facilitate ongoing plant operations and maintenance activities.

Scope

The scope includes:

• Cleaning of cable tunnels, basements, and manholes across various designated areas within Kusile Power Station.
• Drainage and removal of slurry, slurry build-up, and accumulated solids from tunnels and basements.
• High-pressure water jetting, vacuuming, and slurry dislodgement using specialized equipment.
• Protection of electrical cables and infrastructure during cleaning to prevent damage and sparks emission.
• Disposal of slurry and debris on-site as per approved procedures.
• Provision of all equipment, consumables, safety gear, and resources required for execution.
• Implementation of safety, health, environmental, and quality management measures throughout the project duration.

Technical Requirements

The technical requirements include:

• Adherence to Eskom’s SHEQ standards, ISO 9001, and ISO 45001.
• Development of a comprehensive SHEQ plan aligned with Eskom’s policies.
• Use of specialized equipment such as vacuum trucks, high-pressure jetting trucks, and electrical detection tools.
• Management of inflow into tunnels during cleaning, including use of sandbags and flow control measures.
• Protection of electrical cables and prevention of damage or sparks during cleaning activities.
• Compliance with safety protocols, including PPE, safety signage, and emergency procedures.
• Regular safety meetings, incident reporting, and environmental management as per Eskom’s standards.
• Coordination with Eskom’s security and access control procedures.

Skills Requirements

The tender specifies the following skills and qualifications for personnel:

• Experienced project/site managers with a minimum of 5 years in industrial cleaning or related fields.
• Supervisors, SHE officers, and equipment operators with at least 1-4 years of relevant experience.
• Competency certificates for equipment operators and safety personnel, including incident investigation and safe work procedures.
• Trained personnel familiar with Eskom’s SHEQ policies, safety rules, and emergency protocols.
• Provision of qualified personnel for inspection, supervision, and safety oversight throughout the project.
• Ability to develop and implement method statements, safe work procedures, and project plans.
• Proof of ownership or support agreements for equipment used, with relevant certifications and maintenance records.
