Objectives

The primary objective of this tender is to appoint an accredited service provider to conduct in-house training on Internal Control Management for 25 delegates. The training aims to enable participants to develop and implement internal control policies aligned with South African public sector legislation, understand relevant frameworks such as COSO, evaluate and design effective internal controls, recognize weaknesses, integrate controls into various management areas, monitor and report on their effectiveness, and strengthen audit readiness to minimize adverse findings.

Scope

The scope includes:

• Provision of a 5-day in-house training course on Internal Control Management.
• Training of 25 delegates from the Limpopo Provincial Treasury.
• Development and delivery of course modules aligned to NQF Level 6 standards.
• Assessment and certification of participants through Portfolio of Evidence (PoE).
• Ensuring facilitators are qualified and experienced in internal control, compliance, auditing, or related fields.
• Providing all necessary training materials, including course outline and assessment tools.
• Compliance with SETA accreditation and registration requirements.

Technical Requirements

The technical requirements include:

• Accreditation with SAQA and registration with relevant SETAs.
• Modules aligned to NQF Level 6 with appropriate assessment standards.
• Qualified facilitators with relevant experience and certifications.
• Provision of a comprehensive course outline and training materials.
• Assessment of participants through PoE and certification.
• Provision of signed reference letters from previous clients demonstrating experience.
• Compliance with all legal and policy frameworks governing public sector training.

Skills Requirements

The successful service provider must demonstrate:

• Accreditation and registration with SAQA and SETAs.
• Relevant experience in delivering internal control, compliance, or auditing training.
• Qualified facilitators with appropriate academic and professional credentials.
• Ability to develop and deliver training modules aligned to NQF Level 6.
• Proven track record of conducting similar training for public sector entities.
• Capability to assess and certify participants effectively.
• Strong understanding of the legislative and policy environment of the South African public sector.
