Objectives

The primary objective of this tender is to procure an accredited and registered service provider to conduct in-house training on the Public Finance Management Act (PFMA) and Treasury Regulations for 25 delegates. The training aims to enhance participants' understanding of the link between the Constitution and PFMA, financial delegations, strategic planning, revenue and expenditure management, auditing, risk management, and the responsibilities of accounting officers and authorities.

Scope

The scope includes:

• Provision of a 3-day in-house training course on PFMA and Treasury Regulations.
• Training of 25 delegates from the Limpopo Provincial Treasury.
• Ensuring the training modules are aligned with the National Qualification Framework (NQF) level 5 and accredited by relevant SETA and SAQA.
• Delivery of training materials, assessment, and certification of participants.
• Post-training evaluation and provision of Portfolio of Evidence (PoE).

Technical Requirements

The service provider must:

• Be registered with the relevant Sector Education and Training Authority (SETA) as an accredited provider.
• Align training modules to NQF level 5 standards.
• Provide a detailed course outline for the 3-day training.
• Ensure facilitators possess relevant qualifications in Financial Accounting, Auditing, or Management Accounting, with appropriate certifications.
• Have demonstrable experience in delivering financial management training, particularly related to PFMA and Treasury Regulations.
• Provide evidence of accreditation, facilitator qualifications, and relevant experience.
• Ensure the training is conducted within 30 days of receipt of a purchase order.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in public financial management, PFMA, and Treasury Regulations.
• Ability to formulate the link between constitutional provisions and financial management frameworks.
• Competence in delivering training at NQF level 5, including assessment and certification processes.
• Facilitators with relevant academic qualifications and extensive experience in financial training and capacity building.
• Proven track record in conducting similar training programs for government or public sector entities.
• Ability to provide comprehensive training materials, assessment tools, and Portfolio of Evidence.
