Objectives

The primary objective of this tender is to design, supply, install, and commission an Intelligent Plant Monitoring and Surveillance System (IPMSS) at Medupi Power Station. The system aims to detect and alert against abnormal or unauthorized activities within the plant, support plant condition monitoring, and facilitate investigation of unauthorized plant trips. It will employ a multi-sensor approach, integrating various surveillance technologies, including existing CCTV infrastructure, to enhance real-time asset management, plant reliability, and site security.

Scope

The scope encompasses the complete lifecycle of the IPMSS, including:

• Design, supply, installation, and commissioning of the surveillance system.
• Integration of existing CCTV infrastructure within the Centralized Building Management System (CBMS).
• Implementation of multi-sensor monitoring tailored to specific plant areas and risk levels.
• Development of technical documentation, including design layouts, configuration, and management plans.
• Provision of training, quality assurance, and post-commissioning support.

The scope is limited to the technical evaluation criteria, tender assessment, and related project activities at Medupi Power Station.

Technical Requirements

The technical requirements include:

• Design and implementation of an active, multi-sensor monitoring system.
• Integration with existing CCTV infrastructure and plant control systems.
• Deployment of surveillance technologies suited to plant-specific risk levels.
• Compliance with relevant standards such as ISO 9001, Eskom specifications, and industry standards.
• Provision of detailed technical documentation, including system architecture, configuration, and quality control plans.
• Implementation of safety, quality, and environmental controls during installation and commissioning.
• Guarantees on system performance, availability, and support for a minimum of five years.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Professional registration with ECSA of engineers/technologists responsible for design, installation, and certification.
• Relevant experience in CCTV and surveillance system design, installation, and commissioning, with a minimum of five (5) years.
• Capability to develop and implement comprehensive project management and safety plans.
• Proven ability to prepare detailed technical documentation, including configuration, quality control, and integration plans.
• Qualified personnel in electrical, instrumentation, and control engineering, with appropriate certifications and experience.
• Experience in quality management systems, configuration management, and supplier performance monitoring.
• Demonstrated capacity for post-installation support, system maintenance, and training.
