Objectives

The primary objective of this tender is to outsource auctioneering services for the Department of Defence in the North West Province for a period of three (03) years. The service provider will facilitate the sale of redundant and obsolete assets through auction, ensuring efficient disposal aligned with departmental requirements.

Scope

The scope includes providing auctioneering services at designated delivery points, namely ASB Potchefstroom and 10 SAI Battalion. The service encompasses conducting auctions, managing assets, and ensuring compliance with departmental and legislative requirements over the three-year period.

Technical Requirements

• Provision of professional auctioneering services as per specifications and scope of work outlined in the tender documents.
• Adherence to the agreed auction rules, procedures, and standards.
• Compliance with confidentiality, security, and safety protocols.
• Use of qualified personnel with appropriate auctioneer certification (e.g., NQF level 4, SAQA ID 120670 or equivalent).
• Provision of a complete name list of personnel on site, with proper identification and uniforms.
• Implementation of a sealed two-envelope system for technical and price proposals.
• Compliance with all relevant legislation, including VAT, tax, and procurement regulations.

Skills Requirements

• Qualified auctioneers with valid occupational certificates and membership of recognized auctioneers' bodies such as SAIA.
• Experience in conducting government or large-scale asset auctions, substantiated by awards or contracts.
• Ability to manage auction logistics, marketing, and asset handling efficiently.
• Strong understanding of procurement policies, confidentiality, and security procedures.
• Good communication, negotiation, and stakeholder management skills.
• Technical proficiency in auction software and documentation processes.
