Objectives

The primary objective of this tender is to outsource a service provider responsible for the supply, delivery, installation, and five (5) years of maintenance of high-security key safes at the Military Health Base Depot in Pretoria. The project aims to enhance secure access control within the depot by providing robust, technologically advanced key safes that meet operational and security standards.

Scope

The scope of work includes:

• Supply of six (6) heavy-duty steel wall-mounted key safes with a minimum of 60 key positions each, configured for controlled access environments.
• Delivery of all units to the Military Health Base Depot, Pretoria.
• Installation and commissioning of the key safes, including configuration of master, admin, and user codes.
• Integration of safes with the MHBD security network environment.
• Provision of training and manuals for system operation.
• Conducting system testing and verification.
• Providing a 5-year software maintenance plan and a 2-year warranty on the safes.
• Preparation of installation reports and commissioning certificates.

Technical Requirements

The key safes must meet the following specifications:

• Heavy-duty steel construction with reinforced tamper-resistant doors.
• Numbered hooks and key indexing system for organized key management.
• Wall-mountable configuration suitable for secure environments.
• Access control features including PIN code keypad and/or RFID card readers.
• Biometric authentication options such as fingerprint or facial recognition.
• Internal power supply with backup battery capability.
• High-security safe-grade key lock (double-bit or equivalent).
• Provision of two spare keys per cabinet.
• Compliance with SABS, ISO, EN, DOD, and OHS security standards.
• Connectivity to the MHBD security network environment.

Skills Requirements

The service provider must demonstrate:

• Technical expertise in the supply and installation of high-security electronic and mechanical safes.
• Experience in integrating security hardware with existing network environments.
• Capability to configure and test biometric and electronic access control systems.
• Proficiency in system testing, commissioning, and troubleshooting.
• Ability to provide comprehensive training and detailed manuals to end-users.
• Capacity to deliver ongoing maintenance and support for five years post-installation.
• Knowledge of relevant standards and compliance requirements (SABS, ISO, EN, DOD, OHS).
