Objectives

The primary objective of the tender is to undertake an independent Stage 3 Road Safety Audit of the detailed design for the upgrade of National Route 2 Section 27 from Ballito (km7,40) to Tinley Manor Interchange (km18,93). The audit aims to review the detailed design to ensure road safety standards are met, identify potential hazards, and provide recommendations to improve safety before construction proceeds.

Scope

The scope includes:

• Review of the detailed design drawings and specifications for the upgrade of N2 Section 27, including interchanges at Salt Rock, Shaka’s Rock, and Tinley Manor.
• Assessment of key design elements such as speed regimes, carriageway layout, interchanges, non-motorised traffic facilities, road furniture, and lighting.
• Conducting site inspections, hazard identification, and appraisal reports.
• Preparation of final Stage 3 Road Safety Audit Report, including discussions with the Employer and submission of hardcopies and digital reports.
• Provision of audit comments and recommendations to inform the final design and implementation schedule.

Technical Requirements

The technical requirements include:

• Adherence to industry best practices, SANRAL design policies, guidelines, and SARSAM2025 standards.
• Carrying out the audit within the context of the future road scheme’s basic planning drawings and detailed design drawings.
• Covering specific design elements such as speed zones, carriageway layout, interchanges, non-motorised facilities, road furniture, and lighting.
• Using approved templates and audit sheets as per TRH 29: 2025 – South African Road Safety Assessment Methods.
• Providing independent, unbiased audit opinions and detailed comments for safety improvements.
• Engaging qualified personnel with specified experience and qualifications, including a Road Safety Audit Team Leader with at least 10 years’ experience and relevant professional registration.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in conducting Stage 3 Road Safety Audits on similar highway projects.
• Qualified personnel, including:
• Road Safety Audit Team Leader: a Registered Professional Engineer or Technologist with at least 10 years’ experience in road safety, traffic engineering, or geometric design, with completed recognized Road Safety Audit courses.
• Audit Team Members: a Degree or Diploma in Engineering or equivalent, with at least 3 years’ relevant experience and completed recognized Road Safety Audit training.
• Capacity to undertake site inspections, hazard assessments, and detailed design reviews independently.
• Ability to prepare comprehensive audit reports, including hazard identification, safety recommendations, and implementation schedule considerations.
• Experience in working within South African standards, policies, and SARSAM2025 guidelines.
• Capacity to manage and coordinate the audit process, including liaising with SANRAL, project engineers, and other stakeholders.

Summary

The successful tenderer must possess the technical expertise, qualified personnel, and experience to independently review detailed highway design drawings, identify safety hazards, and provide actionable recommendations aligned with industry standards and SANRAL policies. The team must demonstrate capacity for thorough site inspections, hazard assessments, and comprehensive reporting within the specified timeframes.
