Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive security guarding services at the Department of Mineral and Petroleum Resources' North-West Regional Office in Klerksdorp for a period of 36 months. The services aim to ensure the safety and protection of personnel, visitors, contractors, information, and assets of the Department, operating on a 24/7 basis including public holidays.

Scope

The scope of work includes:

• Providing 24/7 security guarding services at the North-West Regional Office located at the Old FNB Building, 58 Church Street, Klerksdorp.
• Ensuring security outside the Department’s in-house security personnel, who operate only during weekdays and daytime shifts.
• Monitoring and securing the premises, including perimeter security, access control, and patrols.
• Investigating security breaches/incidents and providing formal reports within the first month of appointment.
• Providing security officers who are properly uniformed, trained, and remunerated according to PSIRA standards.
• Supporting the Department in security-related investigations and incident management.

Technical Requirements

The technical requirements for bidders include:

• Compliance with PSIRA registration certificates for the company, directors, and security officers (Grade A, B, C).
• Provision of valid firearm competency certificates or licenses for the company and security officers.
• Submission of a valid PSIRA certificate of Good Standing and a Letter of Good Standing for COIDA.
• Demonstration of relevant security guarding experience (minimum 2 years, with CVs and ID copies certified within six months).
• Provision of infrastructure supporting security operations, including an operational office or control room within 60 km of Klerksdorp, equipped with communication systems (GSM, 3G, 4G, LTE).
• Submission of a detailed project management plan, including logistical, occupational health and safety, training, and incident response plans.
• Provision of proof of ownership or lease agreements for security personnel uniforms and operational facilities.
• Adherence to the methodology outlining threat detection, incident response, and security management.

Skills Requirements

The skills and qualifications required from bidders include:

• Security officers with relevant PSIRA grades (Grade A for officers, Grade B for supervisors, Grade C for guards).
• Officers with a minimum of 2 years of security guarding experience, supported by comprehensive CVs and certified ID copies.
• Officers possessing firearm competency certificates or licenses, certified within six months prior to submission.
• Personnel trained in security procedures, incident investigation, and emergency response.
• Service providers must demonstrate infrastructure capacity, including operational control rooms, communication systems, and security equipment.
• Ability to prepare and implement security management plans, including threat detection, incident reporting, and response strategies.
