Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive security guarding services at the Polokwane Regional Office of the Department of Mineral and Petroleum Resources. The services aim to ensure the safety and protection of personnel, visitors, contractors, information, and departmental assets on a 24/7 basis, including public holidays, for a period of 36 months.

Scope

The scope of work includes:

• Provision of security personnel to operate round-the-clock (24/7) at the Polokwane office and its premises.
• Deployment of properly uniformed and trained security officers with relevant PSIRA registration and experience.
• Investigation and reporting of security breaches/incidents.
• Assistance in departmental security investigations.
• Implementation of security measures such as perimeter security, access control, and monitoring systems.
• Provision of infrastructure including operational offices/control rooms, communication systems, and necessary security equipment.
• Compliance with relevant legislation such as the Firearms Act and the Vehicles Act.

Technical Requirements

The technical requirements for bidders include:

• Submission of valid PSIRA registration certificates for Directors, Security Officers (minimum Grade C), and the company.
• Provision of valid firearm competency certificates/licenses for security personnel and the company, certified within the last six months.
• Proof of good standing with PSIRA and the Department of Labour (Occupational Injuries and Diseases Act).
• Demonstration of relevant security experience with at least 8 security guarding projects completed.
• Provision of qualified security officers with relevant PSIRA grades (A, B, C) supported by certified copies and CVs.
• Infrastructure proof including operational offices, communication systems (GSM, LTE), and security equipment (e.g., bulletproof vests, alarm systems).
• Development of a comprehensive project management plan, including logistics, milestones, safety, training, and incident response strategies.
• Adherence to the evaluation criteria, including functionality, administrative compliance, and point scoring based on project experience, infrastructure, and methodology.

Skills Requirements

• Qualified security officers with relevant PSIRA registration and experience (minimum 3 years recommended).
• Security officers must possess valid PSIRA Grade A, B, and C certificates, with at least Grade C for operational officers.
• Security management personnel with experience in security operations, incident investigation, and reporting.
• Technical expertise in security systems, perimeter security, access control, and emergency response.
• Project management skills to develop and implement security plans, conduct risk assessments, and coordinate security activities.
• Ability to conduct security breach investigations and provide formal reports.
• Effective communication and coordination skills for liaison with departmental officials and law enforcement agencies.
