Objectives

The primary objective of this tender is to appoint a panel of qualified service providers to conduct internal audit services for the Department of Mineral and Petroleum Resources (DMPR) over a period of thirty-six (36) months. The aim is to enhance the department’s internal audit capacity, improve turnaround times for audits, and ensure comprehensive coverage of governance, risk management, and internal controls.

Scope

The scope of work includes conducting various internal audit assignments such as:

• Compliance audits to assess adherence to legislation, policies, and procedures.
• Financial audits to verify the reliability of financial statements.
• Effectiveness audits of internal controls to identify areas for improvement.
• IT audits covering infrastructure, applications, data security, cyber security, system availability, and ICT governance.
• Performance audits to evaluate the achievement of organizational goals and outcomes.

Successful providers will be required to deliver audit reports, recommendations, and ensure compliance with auditing standards (GIAS by IIA). The department will request quotations from the panel as needed during the contract period.

Technical Requirements

The technical criteria for selection include:

• Relevant experience of the company (minimum 5 years) in conducting all four types of internal audits.
• Experience and qualifications of the team leader and team members, including membership of professional bodies such as IIA and ISACA.
• Detailed project plan and methodology covering all audit phases: planning, execution, reporting, and quality assurance.
• Demonstrated understanding of audit objectives, scope, and deliverables.
• Provision of a comprehensive approach to internal audit processes, including risk assessment and audit procedures.

Skills Requirements

The skills and qualifications required for the service providers include:

• Team Leader:
  • Minimum NQF level 8 qualification with relevant certifications (e.g., CIA, CISA).
  • At least 5 years of experience in internal audit, with expertise in compliance, operational, financial, or ICT audits.
  • Proven leadership skills and understanding of audit methodologies.
• Team Members:
  • Minimum NQF level 7 qualification with relevant certifications (e.g., CIA, CISA).
  • At least 3-5 years of experience in internal audits within relevant areas.
  • Good understanding of audit standards and procedures.

Additional skills include project management, report writing, stakeholder engagement, and adherence to confidentiality and security protocols.
